Position Overview
Powys County Council is recruiting up to three Adult Services Transformation Programme Managers to lead and deliver strategic transformation across Adult Services in Powys. This is a fixed-term post until March 2028, 37 hours per week, based at County Hall, Llandrindod Wells. Pay is Grade 14 (£27.16–£35.58 per hour via Prism).
Responsibilities
- Take ownership of complex, multi‑stranded transformation programmes spanning business change, benefits realisation, governance, and stakeholder engagement.
- Coordinate delivery of strategic projects across service boundaries as part of the Adult Services management team.
- Manage programme budgets and serve as the senior point of contact between the programme board and project teams.
Qualifications
- Demonstrable experience of managing and delivering complex change programmes.
- Recognised programme or project management qualification (MSP, Agile or equivalent).
- Strong financial management skills.
- Ability to work collaboratively across organisational and agency boundaries.
- Advanced O365 proficiency and willingness to travel across Powys for in‑person meetings.
- Experience of Adult Services or social care is desirable but not essential.
- Welsh language skills are desirable.
- Subject to a standard DBS check.
