The Opportunity

ECC Adult Social Care is moving towards a transformational shift from a focus on long‑term care support to a model with four key principles: prevention; early intervention; enablement; and safeguarding.

This shift enables people, families and carers to access information and tools, live healthily and independently, and allows our function to respond proactively to growing service demand within the Council’s financial constraints.

This role works in conjunction with Qualified Social Workers to deliver bespoke, targeted intervention work in accordance with care plans, for vulnerable adults. Work is normally time‑limited, with measurable impact.

With relevant experience of activity‑based working with vulnerable adults in a social care setting or educated to Level 3, you will be passionate about engaging with and providing direct support in the community, working with partners as required.

Accountabilities

  • Support social workers and occupational therapists to implement and monitor care plans, delivering interventions for vulnerable adults.
  • Maintain high standards of professional practice, contributing to continuous improvement across the service and delivering the four key principles.
  • Highlight issues and implement plans to safeguard vulnerable adults.
  • Build strong, effective relationships with clients, families and carers, providing practical advice, support and, where necessary, acting as an advocate to enable vulnerable adults to live healthily and independently.
  • Collaborate across the service, with internal and external professional partner agencies, to deliver joint objectives and improve outcomes for vulnerable adults.
  • Provide information and advice regarding third‑party agencies relevant to the client’s needs (e.g., benefits agencies, immigration, housing).
  • Attend meetings, reviews, case conferences and court hearings to provide information, insight, and evidence.
  • Meet specific individual and shared targets and objectives defined annually within the performance management framework.

The Experience You Will Bring

  • Experience in a social care setting, NVQ/BTEC Level 3 or equivalent is desirable.
  • Evidence of continuing professional development and knowledge in the relevant professional area.
  • Experience building strong, effective relationships with adults, their families and carers during times of challenge and crisis.
  • Experience undertaking direct, activity‑based work with adults.
  • Knowledge of legislative and policy guidance applicable to social care settings.
  • Proven track record of building working relationships with partners and external agencies.
  • A certificate in First Aid and/or knowledge of Sign Language is desirable.

Essex County Council is proud to be a Disability Confident Leader and is committed to interview all disabled applicants who meet the minimum requirements of the job. We are also committed to interview veterans and care leavers who meet the minimum requirements of the role.

The role requires you to be mobile throughout a wider operational area, including traveling around Essex and beyond, transporting service users and their belongings, and being able to do so in an emergency. A driving licence, car, or alternative means of meeting mobility requirements is essential.

As part of employment with ECC, you may be required to register with the DBS update service. This is an annual subscription, and you will be responsible for ensuring it is maintained.

Essex County Council is committed to safeguarding and promoting the welfare of children and vulnerable adults, and expects all employees and volunteers to share this commitment.
