Are you a Programme Manager who enjoys turning strategic ambition into structured, measurable delivery?

The Talent Movement is supporting a national innovation organisation. Its programmes help businesses develop, test and validate new technologies, strengthen their commercial potential and create meaningful impact across multiple sectors.

The Programme Manager will hold day-to-day accountability for the end-to-end delivery of one of the organisation’s core programmes, alongside related collaborative R&D and commercial activity.

Reporting to the Head of Programme Management and working on behalf of the Senior Responsible Owner, you will ensure strategic priorities and funding commitments are translated into a clear roadmap and coordinated delivery plan.

This is a programme-level position. You will provide direction, governance and assurance across multiple projects, while Project Managers retain responsibility for day-to-day project delivery.

What you’ll be doing

  • Shape the programme vision, roadmap and delivery plan.
  • Translate strategic objectives, funding commitments and business priorities into executable activity.
  • Establish and operate programme governance, controls and reporting.
  • Oversee programme scope, schedules, budgets and interdependencies.
  • Provide assurance across project-level delivery.
  • Resolve cross-project conflicts and act as the main escalation point for programme risks and issues.
  • Ensure compliance with governance, assurance, procurement and funder requirements.
  • Produce accurate programme reporting and management information.
  • Work with the Impact Lead to define, track and realise programme outcomes and impact.
  • Oversee third-party suppliers, contracts and statements of work.
  • Lead post-implementation reviews and ensure lessons are carried into future delivery.
  • Provide clear direction to matrix teams and coach delivery colleagues in effective programme practices.

What we’re looking for:

You will have proven experience managing complex programmes containing multiple projects or workstreams.

You will also need:

  • A recognised programme or project management qualification, such as MSP, PRINCE2 or APM.
  • Strong programme governance and reporting experience.
  • Rigorous RAID and dependency management skills.
  • Financial oversight and budgetary-control experience.
  • Confidence engaging SROs, executives and programme boards.
  • Experience working through Project Managers and matrix teams.
  • An understanding of logic models and outcomes-led programme planning.
  • A strong focus on measurable outcomes and impact.
  • Experience overseeing suppliers, contracts and statements of work.
  • Proven line-management experience.

Experience within a public-sector, government-funded, agri-tech, research or innovation environment would be helpful, but strong transferable programme experience is equally important.
