Programme Manager – Transformation (Digital, Data & Business Change)

Location: Remote (occasional travel to Bristol, London, Birmingham)

Duration: 7 months (potential extension)

Rate: ~£700/day (Umbrella)

IR35: Inside

Clearance: BPSS

Overview

We are seeking an experienced Programme Manager to lead delivery within a large-scale public sector transformation programme focused on digital, data, operating model change, and business transformation.

This is a senior delivery role in a lean, high-visibility environment, working closely with senior stakeholders and governance boards to ensure successful programme outcomes.

Key Responsibilities

  • Lead delivery across multiple transformation workstreams
  • Translate strategic objectives into clear delivery plans and outcomes
  • Maintain programme tracking, milestones, and dependency management
  • Own RAID (risks, issues, assumptions, dependencies) and ensure proactive mitigation
  • Produce high-quality governance reporting (boards, dashboards, presentations, minutes)
  • Engage and influence senior stakeholders and support executive decision-making
  • Ensure strong governance, change control, and programme assurance
  • Support benefits tracking and business case development

Essential Experience

  • Proven delivery of end-to-end transformation programmes
  • Strong background in digital, data, and business change
  • Experience in structured governance environments (RAID, reporting, controls)
  • Senior stakeholder management in complex organisations
  • Ability to produce executive-level reports and dashboards
  • Experience working in lean, matrix delivery environments

Desirable

  • Public sector / government experience
  • MSP / APM / PRINCE2 or equivalent
  • Operating model or organisational transformation experience
  • Benefits realisation and business case exposure
