Senior Procurement Officer

Morgan Hunt are delighted to support a public sector organisation in Edinburgh as they look to welcome a new Senior Procurement Officer to their team.

Responsibilities

• Lead and support a range of procurement activities from planning and sourcing through to contract award and supplier management.
• Provide professional procurement guidance to colleagues, supporting the development of requirements, specifications, performance measures, and sustainable procurement approaches.
• Identify and utilise the most appropriate procurement routes and frameworks to achieve value for money and organisational objectives.
• Manage tender processes, including preparing documentation, coordinating evaluations, and supporting contract negotiations.
• Build effective relationships with internal stakeholders and external suppliers to deliver high-quality goods, services, and works.
• Conduct market research and supplier assessments to identify opportunities, encourage competition, and improve procurement outcomes.
• Ensure procurement activities are carried out in line with relevant legislation, policies, and governance requirements, while managing associated risks.
• Maintain accurate records, produce procurement reports, and support audit and assurance activities as required.
• Contribute to continuous improvement initiatives and support the development of procurement knowledge and best practice across the organisation.

Qualifications

• Must have public sector procurement experience
• Have a strong understanding of framework agreements
• Varied category background would be beneficial but not essential
