Team Lead (Private Sector Housing Standards)

With one of the largest private rented sectors in England, our Private Sector Housing Service regulates this sector through pioneering borough‑wide property licensing schemes, protecting tenants and landlords.

Over half of all families in Newham rent, many living in sub‑standard dwellings and overcrowded houses in multiple occupation. Team Leads play a vital role in improving the lives and quality of living for this vulnerable sector.

The Role

To manage a team of Senior/Environmental Health/Private Sector Housing Officers and Tenancy Liaison Officers, overseeing enforcement work including illegal evictions and harassment, data management, target setting, and reporting to Senior Managers.

To identify developments in each area, build training needs, foster collaboration with internal and external partners, carry out inspections of unlicensed properties, licence condition checks, and inspect properties in disrepair.

Key Responsibilities

  • Manage a team of Senior/Environmental Health/Private Sector Housing Officers and Tenancy Liaison Officers dealing with private sector enforcement work, including illegal evictions and harassment
  • Manage relevant data sets and report on targets, outputs, and key indicators to Senior Managers
  • Identify developments, build training, and support team members
  • Build collaboration with internal and external partners
  • Carry out inspections of unlicensed properties, licence condition checks and inspect properties in disrepair

Required Knowledge, Skills and Experience

  • Expert knowledge of the Housing Act 2004 and other housing legislation
  • Significant practical experience of serving legal documents and enforcing the above
  • Significant competency in using HHSRS
  • Significant practical experience in carrying out housing inspections for both disrepair and property licensing issues
  • Knowledge and experience of compiling evidence and taking cases to both court and the First Tier Tribunal
  • Knowledge of the Renters’ Rights Act 2025 and its potential impacts on the private rented sector

About You

You will be responsible for carrying out high‑standard regulatory work within the Private Rented Sector, protecting tenants and improving the sector. You must be qualified with a BSc or MSc Environmental Health degree or equivalent, be EHRB registered or registered with the CIEH as an Environmental Health Practitioner (REnvH or CEnvH), and have a minimum of 4 years post‑qualification experience, ideally with complex housing projects.

You must have experience and knowledge in enforcing housing and environmental health legislation and practices, informing the public and businesses about legislation, and extensive knowledge of evidence and court/tribunal procedures.

You need excellent written and verbal communication skills, good IT skills and experience working in a successful team. Good leadership skills, ability to manage multiple projects, delegate tasks and report progress to senior managers. You must be able to motivate colleagues and improve team working.
