Job Overview:
As the Cost Manager, you will support the Head of Cost and Estimating at programme and contract level: manage budgets, actual costs, forecasts and Earned Value Management to support the successful delivery of HS2.
Responsibilities:
- Analyse and verify contract‑level cost performance and ensure data accurately reflects programme performance for reporting.
- Validate cost performance data submitted by delivery teams to the programme team.
- Develop contract‑level performance reports, including EVM, forecasted costs and Estimate at Completion pressures.
- Align the cost performance team with current business processes and ways of working.
- Support the Senior Cost Manager in adherence to cost performance processes and procedures and maintain data and documents in corporate systems.
- Provide technical support to Project Controls Managers on cost performance and assist in managing contractor teams.
- Work with the supply chain to develop work‑streams that enhance cost performance capabilities within the Phase.
- Facilitate continuous improvement of the Cost Performance function within Phase One and capture lessons learned.
- Ensure contract teams follow governance processes and review policies aligned with business objectives.
- Actively promote and embed Equality, Diversity and Inclusion (EDI).
Qualifications and Skills:
- Stakeholder management in a matrix environment, including facilitation of stakeholder meetings.
- Problem‑solving with attention to detail.
- Clear communication skills, able to deliver presentations that engage and influence stakeholders.
- Data analysis skills, producing accurate and timely reports in multiple formats.
- Proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint).
- Knowledge of Project Controls, Commercial and Finance processes.
- Commercial awareness of multiple construction contract types (NEC, amendments, early warning notices, etc.).
- Knowledge of core Project Controls disciplines: Schedule Management, Change Management, Risk Management.
- Knowledge of baseline development and maintenance on a major programme.

Experience:
- Experience in cost management or project control role within a major project.
- Experience in core Project Controls: baseline maintenance, schedule management, cost performance, change management, risk management, performance reporting, document control.
- Experience producing performance reports summarising cost performance (budgets, EVM, forecasts).
- Experience with core cost management systems (Prism, Ecosys, etc.).
