Salary: A starting salary of £28,935 per annum (salary range £28,935 to £30,813 per annum)


Working Pattern: Part Time 22.2 hours per week, 7.4 hours Monday to Wednesday


Location: County Hall, Chichester, with options to work in a hybrid manner according to the needs of the services.

About the Job


As a Senior Network Compliance Officer, you will lead a team of Network Management Compliance Officers to ensure utility companies and other permit/licence holders carry out works on the public highway safely and in compliance with the New Roads and Street Works Act 1991, Traffic Management Act 2004, and West Sussex County Council Permit and Lane Rental Schemes.


You will oversee compliance and enforcement activity, respond to and resolve customer issues relating to temporary highway obstructions, and act as a key customer interface driving efficient, high-quality service delivery while minimising disruption to the network.


This role includes regular site visits across the county, working outdoors in all weather conditions, and engaging directly with the public and stakeholders. Travel across West Sussex is required.


What we need from you


Essential Criteria



  • Knowledge and experience of utility operations and/or streetworks on the public highway, including relevant legislation

  • Strong people leadership skills, with experience managing, motivating and developing teams

  • Proactive approach to delivery, with a strong focus on safety, financial awareness, and achieving outcomes

  • Proven problem-solving ability, with confidence making decisions in complex or challenging situations

  • Excellent communication and interpersonal skills, with the ability to build strong working relationships with a wide range of customers and stakeholders

  • Full driving license


Desirable Criteria



  • Degree (or equivalent qualification/experience) in a relevant field (e.g. civil engineering, engineering, law)

  • New Roads and Street Works Supervisor qualification

  • LANTRA Sector 12D (Supervisor) accreditation

  • Experience in network management or equivalent area, including road construction and maintenance

  • Proven experience conducting inspections of works on the public highway i.e. Traffic Management / Re‑instatements
