Senior Food Safety Expert
NTU International is preparing a proposal for the EU-funded project “EU Assistance for the Uzbekistan AgriFood Development Strategy 2020–2030”, which aims to support the Government of Uzbekistan in the implementation of a sustainable, market-oriented, inclusive and climate-smart agri-food system. The project focuses on strengthening policy and regulatory frameworks, institutional capacities, and public sector governance in support of the Agri-Food Development Strategy 2020–2030.
The Technical Assistance will support the development and implementation of a harmonised food safety regulatory framework aligned with Codex Alimentarius standards and, where appropriate, EU food safety legislation, including institutional strengthening and laboratory accreditation support.
NTU International is seeking a Senior Food Safety Expert to support food safety reforms, regulatory alignment, institutional strengthening, and food control systems development in Uzbekistan.
Key Responsibilities
- Support development and implementation of food safety regulatory frameworks and institutional reforms;
- Provide technical assistance on food safety legislation, food control systems, and risk-based inspection mechanisms;
- Support harmonisation of national food safety standards with Codex Alimentarius and relevant international standards;
- Advise public institutions on food safety governance, enforcement systems, and compliance mechanisms;
- Support strengthening of laboratory systems, food safety monitoring procedures, and quality assurance frameworks;
- Contribute to preparation of food safety assessments, regulatory analyses, operational procedures, and technical guidelines;
- Support development of service costing models and sustainable financing approaches for food safety services;
- Coordinate with the Ministry of Agriculture, Ministry of Health, food safety agencies, laboratories, and development partners;
- Deliver workshops, technical training, and capacity-building activities related to food safety systems and regulatory compliance;
- Contribute to monitoring, reporting, and analytical outputs related to food safety reforms and institutional strengthening initiatives.
Education
- Master’s degree in food safety, food science, veterinary medicine, public health, agricultural sciences, or another relevant field.
General Professional Experience
- Minimum 10 years of professional experience in food safety systems, food control, public health, or agri-food sector governance;
- Proven experience working on food safety or agricultural development projects in developing or transition economies;
- Experience in international development cooperation and donor-funded programmes.
Specific Professional Experience
- Minimum 7 years of experience in food safety regulation, food control systems, or institutional strengthening related to food safety governance;
- Demonstrated experience with Codex Alimentarius, HACCP systems, food inspection systems, or food safety regulatory reforms;
- Experience related to laboratory systems, accreditation procedures, SPS frameworks, or export certification systems is considered an advantage;
- Experience supporting projects financed by the EU, FAO, World Bank, IFAD, WHO, or other international financial institutions is considered a strong asset;
- Experience working with Ministries, food safety authorities, laboratories, or regulatory agencies is considered an advantage;
- Experience in Central Asia, Eastern Europe, or post-Soviet countries is considered an asset.
Languages
- English (C1 mandatory);
- Working knowledge of Russian is considered a strong asset.
