Head Public Protection – Local Government

South East (Hybrid Working)

inside IR35 (DOE)

Hybrid – some office presence required

Panoramic Associates is currently working with a Local Authority partnership in the Southeast to appoint an experienced senior leader to head up a Public Protection service operating for a council. This is a key leadership post with responsibility for ensuring consistent standards, outcomes and service delivery across a broad portfolio including Environmental Health, Trading Standards, Licensing and Civil Contingencies.

Responsibilities of the Role

  • Lead the shared Public Protection service across multiple council areas, managing variations in local service scope while maintaining consistent standards and outcomes.
  • Provide strategic advice to senior officers, elected members and corporate leadership on all areas within the portfolio.
  • Act as the principal advisor on specialist public protection functions, offering clear guidance and assurance.
  • Contribute to delivery of wider council strategy, vision and values, including leading service-level policy/strategy development where appropriate.
  • Provide effective leadership and management of the service with direct and indirect reports.
  • Lead and deliver organisational change programmes, including new structures, systems and ways of working.

Qualifications

  • Proven track record of successful leadership in a directly related public protection / regulatory service environment.
  • Local Authority experience.
