Overview of Project / Role

As a Quality Assurance Engineer you will provide evidence to the Head of Fleet that First Line Assurance activities (including Safety Critical Parts and Items) within Asset Operations Fleet comply with LUL Cat 1 Safety Critical Engineering Standard S2180 and the documented Train Maintenance Regime. You will ensure specified levels of safety, quality, reliability and cost are consistently achieved and driven down by suppliers of Rolling Stock spares, overhaul and repair services. As part of a team you will structure, conduct, monitor and report on Routine Condition Audits (RCAs) for Rolling Stock as a mandatory requirement of LUL Operator Safety Certification, under ROGS (Railway and Other Guided Systems) to ensure local business risks are understood, addressed and compliant with S2180.

Key Accountabilities

  • Provide documented evidence of Assurance to the Relevant Project Manager and Head of Fleet that all internal/external suppliers and maintenance processes comply with safety‑critical rolling stock engineering standard S2180.
  • Evaluate potential new suppliers and provide expert quality‑assurance advice, coaching and development to meet required standards while supporting the TFL procurement process through the PQQ, ITT and contract award stages and onto contract implementation.
  • Ensure suppliers deliver in line with the specification in TFL Contracts by developing, reviewing and approving suppliers’ Quality Plans, Inspection & Test Plans and PFMEAS.
  • Provide quality‑assurance advice and guidance to Operations, Commercial and Procurement for Fleet Project programmes and renewals to ensure compliance with quality and national standards.
  • Coordinate and undertake audits of Fleet local departmental management & maintenance processes to ensure employees work in accordance with stated requirements.
  • Identify and implement improvements to the supply chain and internal processes to drive down the cost of warranty claims.
  • Conduct FAI’s, PFMEAs and process inspections to ensure all items are correct at the point of use and to reduce nil stocks and costs.
  • Structure, conduct, monitor and report on Routine Condition Audits (RCAs) to understand and reduce local business risks, and maintain warranty claim management to improve reliability.
  • Support Fleet & Central Engineering on investigations and process improvements to implement best practice and drive continuous improvement in quality assurance.

Skills:

  • Proven ability to communicate verbally and in writing with people at all levels, including external and internal stakeholders. (Essential)

  • Numerate and able to analyse complex data and formulate improvement plans. (Essential)

Knowledge:

  • Knowledge of LUL Operators Safety Certification, ROGS, Railway Group Standards and relevant safety legislation (Health & Safety at Work Act, Fire Precautions Act 1971). (Essential)
  • Considerable experience or ability to attain an IRCA registered ISO 9001 Lead Auditor certification. (Essential)
  • Knowledge of quality‑assurance techniques and improvements for safety‑critical parts and items within a railway or manufacturing environment.
  • Knowledge of supplier quality development and auditing. (Essential)
  • Accreditation or ability to acquire a Routine Condition Audit accreditation.
  • Railway/automotive/process/manufacturing engineering background, at least BTEC/HNC level (Mechanical and/or Electrical) with relevant quality‑assurance experience. Practical experience with tools such as G8D, Pareto, statistical analysis, PFMEA.

Experience:

  • Experience in quality‑assurance techniques and improvements within a railway or manufacturing environment. (Essential)
  • Ability to review and interpret British and International standards to provide compliance guidance.
  • Experience in supplier quality development and auditing.
  • Experience with quality‑assurance and problem‑solving tools such as G8D, Pareto, statistical analysis, PFMEA.
  • Business‑focused with commitment to continuous improvement, performance, reliability and financial efficiency.
