Main duties of the job

To support theoperational delivery of day to day reporting across the system, focusing onfinancial reporting, contracting monitoring, and performance analysis, including:

  • Analyse utilisation of health and careresources at locality and neighbourhood level
  • Benchmark published productivity data andICB/provider expenditure
  • Provide a solid activity and costing data
  • In year monitoring of financial performance,including ERF and other activity monitoring
  • Provide provider and place-based performanceanalytics against national standards, constitutional targets, and locallycommissioned objectives

Design, build andmaintain routine reports/dashboards (Power BI/Excel) for performance standards(RTT, A&E/UEC, diagnostics, cancer, mental health, primary care) to meetthe ICB delivery plans and NHSE/I assurance programmes

Ensure reportingsolutions reflect current and future national standards and NHS datadefinitions

Translate service priorities into analysisplans and measurable KPIs

To support and lead onthe delivery of analytical solutions that support current and future businesstransformation programmes

Responsible forReconciliation, Service evaluation and Planning

Automate reportingpipelines; improve semantic layers and standard definitions. Implement proactivedata quality monitoring with automated notification. Work with Informationteams to develop business rules for automated data cleansing to ensure datasetsare available with optimum data quality

Job responsibilities

You will be accountable for:

  • The postholder will apply a range ofstatistical methodologies relevant to population health data, producingcoherent overviews of population demographics and characteristics.
  • They will synthesize multi domain outputsfrom population health, patient experience, cost and workforce metrics.
  • They will support complex evidence-basedinsight analysis on the burden of population disease.
  • They will support complex evidence-basedinsight analysis on health inequalities and inequities.
  • They will advise non analytical report usersin the interpretation of population insights.
  • They will support complex evaluations ofcommissioned service intervention impact and costs.
  • Support the teamin the delivery of project plans, allocating tasks as appropriate, identifyingrisks, issues and dependencies, considering best practice and current optionsand ultimately making decisions in the best interest of the project.
  • Provide detailedreports summarising status on issues, appraising outcomes, and providingprogress reports for the senior leadership team.
  • The post holderwill be required to work on projects across the whole Population Analytics teamas directed by the Head of Insight Analytics or the Senior Insight AnalyticsManager.
  • To manage and work as part of a dynamic team todrive the delivery of a range of business initiatives and improvements.
  • To provide technical skills training to otherstaff, both on a 1:1 basis and in a classroom environment.
  • To ensure compliance with all confidentiality andgovernance requirements within the department.

Experience

  • Knowledge of specialist areas including health and service redesign acquired through degree or equivalent experience or training, plus project management knowledge to post graduate diploma level equivalent
  • Demonstrate an understanding of datasets and data sources including the quality and reliability of the data.
  • Experience of triangulating data from different sources and demonstrate an appreciation of the differences that might occur in large datasets.
  • Good working knowledge with relevant analysis software including Microsoft Excel, Power BI, SQL Server or equivalent.
  • Good working knowledge of relevant statistical packages, visualisation tools and inferential methods.

Qualifications

  • Educated to degree level or equivalent level of experience of supporting project/ programme delivery.
  • Knowledge of specialist areas including health and service redesign
  • Must have an understanding of the background to and aims of current healthcare policy
  • Have an appreciation of the relationship between the Department of Health, the ICB/ICS and individual provider and commissioning organisations
