We are seeking, a diligent and inspirational StrategicBusiness Manager, for 30 hours per week, to join our senior leadership team. Reporting to the ManagingPartners and accountable to the Senior Partner, the Strategic Business Manager will provide leadership, direction, and accountability across all aspects of practice operations, including finance, workforce, governance, estates, service delivery, and organisational development.

Main duties of the job

The Strategic Business Manager provides strategic leadership and operational oversight across all areas of practice management, ensuring the delivery of safe, effective, and sustainable services. The role is responsible for leading the management team and overseeing practice performance, financial management, NHS contractual compliance, governance, risk, workforce planning, estates, and patient services. Working closely with the Partners, the postholder develops and delivers the practice strategy, drives continuous improvement, ensures regulatory compliance, and promotes a positive organisational culture. The role also represents the practice within the wider health system, building strong partnerships to support service development, innovation, and improved patient outcomes while championing equality, diversity, and inclusion throughout the organisation.

Job responsibilities

The Strategic Business Manager will bring leadership, integration, and accountability across all areas of practice delivery. As line manager to the practice management team, the postholder will ensure that all functions operate cohesively to deliver safe, effective, and sustainable services.

Strategic Leadership and Practice Performance

  • Provide strategic leadership and accountability for practice performance, ensuring effective integration across finance, workforce, estates, governance, and service delivery.
  • Lead, develop, and support the management team, promoting accountability and collaborative working.
  • Develop, implement, and review the Practice Strategic Plan, ensuring alignment with organisational priorities, population health needs, and NHS objectives.
  • Establish and monitor practice management systems, including KPIs, reporting mechanisms, and continuous improvement programmes.
  • Chair management meetings and contribute to Partnership meetings and organisational development initiatives.

Financial and Contractual Management

  • Hold overall responsibility for compliance with NHS contractual requirements.
  • Oversee all financial management processes, ensuring robust financial governance, transparency, and accountability.
  • Maximise contractual income streams including QOF, DES, LES, and other commissioned services.
  • Work closely with the Partners to develop budgets, manage cash flow, and support investment decisions aligned to strategic priorities.
  • Prepare and discuss financial reports, budgets, variance analysis and projections and report to the Partners on a timely basis.
  • Maintain an effective liaison with the accountant, overseeing practice accounts, ensuring year-end figures are presented.
  • Identify opportunities for service development, income generation, and cost efficiencies.
  • Ensure financial risks are identified, monitored, and effectively managed.

Governance, Compliance and Risk

  • Lead and oversee the practice’s governance framework, ensuring robust systems for audit, quality assurance, compliance, and continuous improvement.
  • Maintain compliance with GDPR, information governance, clinical safety, safeguarding, and regulatory requirements.
  • Support the Senior Partner in maintaining CQC readiness and driving continuous quality improvement.
  • Oversee organisational risk management processes, business continuity planning, and emergency preparedness arrangements.
  • Ensure effective systems are in place for complaints management, significant event reviews, safeguarding, and organisational learning.

Workforce Leadership and Organisational Culture

  • Develop and deliver the workforce strategy, ensuring the practice has the capacity and capability to meet current and future service demands.
  • Promote a positive organisational culture that inspires staff engagement, wellbeing, inclusion, and retention.
  • Support leadership development, succession planning, and continuous professional development across the workforce.
  • Manage complex workforce issues in collaboration with the Partners and senior colleagues.

Estates, Health & Safety and Infrastructure

  • Maintain oversight of estates management, health and safety compliance, and statutory obligations.
  • Ensure the practice environment remains safe, accessible, and fit for purpose.
  • Lead long-term estates planning to support future service growth and workforce requirements.

Patient Services and Population Health

  • Provide strategic oversight of patient access, service quality, continuity of care, and patient experience.
  • Ensure services are equitable, inclusive, and centred around patient needs.
  • Use population health intelligence and service demand data to inform planning and service development.

System Leadership and Partnership Working

  • Represent Churchdown Surgery within the Primary Care Network (PCN), Integrated Care System (ICS), and wider stakeholder forums.
  • Develop strong relationships with commissioners, partner organisations, and community stakeholders.
  • Identify opportunities for collaboration, innovation, and integrated service delivery that benefit patients and the wider health system.
