The Kent and Medway All Age Continuing Care (AACC) service is undergoing significant transformation following transfer into a provider organisation and we are seeking an exceptional senior leader to join us as Associate Director of AACC Commissioning.
The Associate Director of AACC Commissioning provides senior clinical, professional and commissioning leadership for the All Age Continuing Care (AACC) portfolio across Kent and Medway. The postholder leads the commissioning, assurance and delivery of a high quality, high performing AACC service that meets all statutory, regulatory and NHS requirements under the National framework for NHS Continuing Healthcare (CHC) and NHS Funded Nursing Care (FNC) as well as the National Framework for Children and Young People’s Continuing Care. Through expert leadership, robust monitoring and strategic influence, the role ensures that AACC services deliver safe, effective, person centred care and value for money, while supporting the ICB’s wider strategic priorities.
Main duties of the job
- Lead the commissioning and delivery of a high‑quality, high‑performing All‑Age Continuing Care service that meets statutory, regulatory and NHS requirements under the CYPCC, CHC and FNC frameworks.
- Design and lead robust assurance processes, ensuring quality, performance, safety and compliance through a comprehensive monitoring framework.
- Prepare and oversee internal and external reports, providing high‑quality analysis, assurance and recommendations to senior leaders, Boards and external bodies. Ensure accuracy of national AACC data reporting on behalf of the ICB.
- Guide and support AACC service transformation, ensuring alignment with ICB ambitions for excellence, integration and improved outcomes, whilst being the ICB’s subject matter expert in relation to AACC and ensuring that best practice relating to the frameworks remain.
- Use subject matter expertise in relation to AACC to inform the commissioning of associated services, improving quality, efficiency and value for money.
- Ensure all mandated reporting requirements for AACC are met, including statutory returns, performance submissions and regulatory compliance.
- Financial authorisation, oversight and accountability of high cost AACC packages, including leading the ICB high cost decision making panel process.

Person specification
Qualifications and Experience
- Educated to Master’s level or equivalent senior‑level experience
- Significant subject matter expertise and experience in NHS Continuing Care (CYPCC), Continuing Healthcare (CHC), Funded Nursing Care (FNC) and All‑Age Continuing Care commissioning, delivery and assurance
- Demonstrable senior leadership experience within a complex health or care system
- Experience designing and implementing assurance frameworks for quality, performance and statutory compliance
- Experience leading service transformation, pathway redesign and commissioning change programmes
- Experience working collaboratively with senior clinical leaders, local authorities, providers and safeguarding partners
- Experience producing high‑quality reports for Boards, regulators and external bodies
- Experience managing or influencing large budgets and ensuring value for money
- Experience interpreting national policy, legislation and statutory frameworks and applying them locally
- Experience working across both health and social care commissioning
- Experience contributing to national or regional CHC/FNC policy or improvement programmes
- Formal training in programme management, quality improvement or commissioning
Knowledge and Attributes
- Expert knowledge of CYPCC, CHC, FNC and AACC statutory frameworks and national guidance
- Ability to lead teams and foster accountability and improvement
- Ability to build strategic partnerships across health, social care and voluntary sectors
- Strong understanding of safeguarding, governance and risk management in continuing care
- Knowledge of population health management and reducing health inequalities
- Understanding of market management and provider development within continuing care
