Position Overview: Join our vibrant, inclusive community in Complex Facilities to lead and manage the safe, compliant, and efficient delivery of multiple refurbishment workstreams across a defined geographical area within the MOD accommodation estate.

Requirements

The role is responsible for the coordination and oversight of supply chain partners and specialist contractors, ensuring full compliance with statutory obligations, contractual requirements, and Amey management systems. The position carries responsibility under:

  • The Health and Safety Executive Construction (Design and Management) Regulations (CDM)
  • The Health and Safety Executive Health and Safety at Work etc. Act (HSWA)
  • Building Safety legislation and Principal Contractor duties
  • Temporary Works management requirements
  • Environmental and ecological protection obligations under applicable environmental legislation

Key Accountabilities

  • Act as the operational representative of the Principal Contractor on allocated projects and programmes.
  • Ensure all works are planned and delivered in accordance with CDM regulations and Amey safe systems of work.
  • Coordinate contractors to ensure safe sequencing, supervision, and control of works activities.
  • Maintain construction phase compliance documentation and site records.
  • Ensure suitable welfare, emergency arrangements, and site controls are established and maintained.

What You Will Do

Health, Safety & Building Safety Compliance

  • Deliver full compliance with Health & Safety legislation, company procedures, and client requirements.
  • Ensure supplier adherence to:
    • Risk Assessments and Method Statements (RAMS)
    • Safe Systems of Work (SSOW)
    • Permit systems
    • Temporary Works controls
    • Building Safety requirements
  • Monitor contractor competency and behavioural safety performance.
  • Conduct inspections, audits, and safety engagements across multiple sites.
  • Escalate unsafe acts, unsafe conditions, or compliance failures appropriately.
  • Support incident investigations and implementation of corrective actions.

Temporary Works Responsibilities

  • Ensure temporary works are properly identified, coordinated, designed, implemented, and inspected.
  • Verify compliance with temporary works procedures and approved designs.
  • Liaise with Temporary Works Coordinators and supply chain teams.
  • Ensure temporary works registers and permits are maintained.

Environmental & Ecological Compliance

  • Ensure works comply with environmental legislation, ecological protection requirements, and sustainability objectives.
  • Prevent damage to protected habitats, wildlife, trees, drainage systems, and surrounding environments.
  • Ensure contractors follow approved environmental controls and waste management procedures.
  • Monitor pollution prevention measures and environmental risk mitigation.

Supply Chain & Contractor Management

  • Manage and coordinate multiple contractors and suppliers across various sites.
  • Ensure contractor performance aligns with programme, quality, safety, and commercial expectations.
  • Hold supply chain partners accountable for compliance and workmanship standards.
  • Support contractor onboarding, inductions, and performance reviews.
  • Build collaborative working relationships while maintaining clear accountability standards.

Stakeholder & Occupant Engagement

  • Engage professionally and empathetically with Service Families and building occupants.
  • Minimise disruption within occupied homes and operational environments.
  • Manage sensitive situations with diplomacy, professionalism, and understanding.
  • Liaise with client representatives, local stakeholders, occupants, and operational teams.
  • Provide updates on works progress, access requirements, and issue resolution.

Programme & Operational Delivery

  • Manage multiple concurrent projects and workstreams.
  • Monitor progress against programme milestones and delivery targets.
  • Coordinate labour, materials, access arrangements, and logistics.
  • Identify delivery risks and implement mitigation measures.
  • Support achievement of KPI, SLA, and contractual performance measures.
  • Plan & manage the Handover process with all stakeholders ensuring documents and assets are updated and issued to the respective stakeholder.

Quality Assurance

  • Ensure works are completed to specification, regulatory standards, and quality expectations.
  • Carry out inspections and quality checks throughout project delivery.
  • Manage defects, snagging, and corrective actions.
  • Maintain accurate site documentation and compliance records.

  • Competent in identifying and managing construction risks.
  • High levels of professionalism, resilience, and accountability.
  • SMSTS
  • IOSH Managing Safely (or equivalent IOSH qualification)
  • Temporary Works Supervisor (TWS)
  • CDM / Principal Contractor awareness training
  • Experience in supply chain management and contractor coordination
  • Full UK Driving Licence
  • Experience managing domestic refurbishment or construction works within live environments.

This role will require the successful candidate to undergo Baseline Personnel Security Standard (BPSS) checks, with the potential for further security clearance depending on project requirements. Candidates must be eligible for and able to obtain and maintain the appropriate level of clearance.
