Project Manager (Pre-Construction) – Hyperscale Data Centre

Oxfordshire | 16-week contract (likely to extend)

We are seeking an experienced Project Management Consultant to support the pre-construction phase of a large-scale hyperscale data centre project in Oxfordshire, operating within a structured Pre-Construction Services Agreement (PCSA) environment.

This role sits at the centre of project development, supporting design progression, programme assurance, contractor engagement, and commercial alignment through to construction readiness.

Key Responsibilities

• Support end-to-end pre-construction programme delivery across design, commercial, and technical workstreams
• Review and validate design development, identifying risks, coordination issues, and design gaps
• Coordinate Early Contractor Involvement (ECI) and contractor engagement activities
• Review, challenge, and optimise construction programmes, sequencing, and logistics strategies
• Support definition of enabling works including utilities, groundworks, and site constraints
• Lead constructability reviews, value engineering workshops, and DfMA opportunities
• Support tender evaluation, bid analysis, and commercial clarification processes
• Maintain project risk registers and provide clear reporting on progress, programme, and key issues
• Support transition from pre-construction into delivery teams and construction phase readiness

Requirements

• Proven experience in data centres, hyperscale, mission-critical, or complex infrastructure projects
• Strong background in pre-construction, consultancy, or client-side project delivery
• Solid understanding of programme management, design coordination, and procurement processes
• Experience with constructability reviews, ECI, and/or value engineering workshops (desirable)
• Strong stakeholder management skills, with ability to coordinate clients, consultants, and contractors
• Excellent communication, reporting, and analytical skills
