Design Manager – Target Operating Model (Third-Party Risk Management)

We’re looking for an experienced Design Manager to support the delivery of a global Third-Party Risk Management (TPRM) Transformation Programme for a leading Financial Services organisation.
This role will play a key part in taking high-level Target Operating Model (TOM) principles and translating them into a detailed, implementable global operating model. Working closely with policy, process, technology, and business stakeholders, you’ll help define the future-state organisation, operating model, governance, and resource structure that will support the organisation’s evolving third-party risk framework.

Key Responsibilities
- Develop detailed Target Operating Model (TOM) designs based on agreed strategic principles and future-state objectives.
- Design and document the future operating model across global teams, ensuring consistency, scalability, and alignment with programme goals.
- Work closely with Policy & Procedures and Technology workstreams to ensure the operating model supports future processes, tooling, and governance.
- Define organisational structures, operating responsibilities, and reporting lines for the future-state model.
- Assess resource requirements, including FTE modelling across global locations and business functions.
- Develop role profiles, job descriptions, RACI matrices, and accountability frameworks to support implementation.
- Produce detailed operating model documentation, process artefacts, and design outputs for programme governance and business sign-off.
- Identify cross-workstream dependencies and ensure alignment across policy, technology, process, and business change initiatives.
- Facilitate design workshops with business stakeholders, Risk, Procurement, Operations, HR, and Change teams.
- Support change impact assessments by identifying organisational, process, and people implications of the target operating model.
- Ensure operating model designs incorporate appropriate governance, controls, and performance measures.
- Contribute to programme planning and support successful transition into implementation.
Required Experience
- Significant experience designing and implementing Target Operating Models within large-scale business transformation programmes.
- Proven experience developing detailed operating models from high-level strategic principles.
- Experience working within global organisations with complex organisational structures.
- Strong understanding of organisational design, governance models, and operating frameworks.
- Experience defining organisational structures, FTE models, role profiles, job descriptions, and RACI matrices.
- Strong stakeholder engagement and workshop facilitation skills.
- Experience working across multiple programme workstreams, including business process, policy, technology, and change.
- Ability to manage competing priorities within fast-paced transformation environments.
- Previous experience within Financial Services or another highly regulated industry is highly desirable.
- Knowledge of Third-Party Risk Management (TPRM), procurement, or supplier management would be advantageous.
