Are you looking for a high-profile role where you can make a real difference to NHS services and the communities we serve? Cornwall Partnership NHS Foundation Trust (CFT) is seeking a Senior Contracts Manager to play a key leadership role within our Contracts Team.
This pivotal role supports the delivery of the Trust’s contracting function, with a focus on commissioning contracts, including managing the lifecycle of various contracts, including overseeing contracts with third-party organisations. The successful candidate will work closely with senior managers across the Trust and with external bodies, including NHS commissioners, local authorities, clinical service providers, the volunteer sector and other organisations at Place. This is an exciting opportunity to influence the delivery of high-quality, safe, and financially sustainable services across Cornwall and the Isles of Scilly.
The Senior Contracts Manager will support the Head of Contracts in leading the contracts function, ensuring robust governance and legal arrangements, and continually improving processes to make the team agile and responsive.
Main duties of the job
The Senior Contracts Manager will provide a key supporting role within the Trust for the delivery of the contracting function; this is a high profile post that is integral to the success of the organisation. The job holder will be expected to act in the role of both a Provider Contracts Manager, and a Contracts Manager where CFT subcontracts and commissions services with third party organisations.
The job holder will be expected to work with senior managers within the organisation and with external bodies both within the NHS commissioning milieu (ICB, NHS England and Local Authorities), and with third party clinical services providers where the Trust sub-contracts these services. These third party providers may be other NHS providers, private / independent sector providers, or third sector providers.
The job holder will support the Head of Contracts in leading the contracts function for the Trust, ensuring that appropriate contract governance and legal arrangements are in place, and by undertaking continual evaluation of the contracts function to ensure that the team is agile and responsive, by:

Person specification
Education / Qualifications and Relevant Experience
- Educated to Masters level or equivalent relevant experience
- Post-graduate qualification or significant experience in contracting
- Experience of working in a leadership position in large and complex organisations and systems
- Experience of presenting complex and sensitive information to key stakeholders and large groups
- Experience in stakeholder management and engagement within and across organisations
- Experience of leading, managing and developing a team
- Experience in development and maintenance of policies and processes to support the effective development, implementation and monitoring of contracts
- Experience in and knowledge of NHS contracting
Skills and Aptitude
- Ability to work independently, make informed decisions and achieve objectives whilst working with continually changing demands and priorities
- Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans accordingly
- Ability to negotiate with senior stakeholders and managers on difficult and controversial issues
- Advance experience in using Microsoft Word, Excel and Powerpoint
Knowledge and abilities
- Knowledge of health service management, and the roles and responsibilities within
- Good understanding of contracting and business planning process, and of budget management
