The Role:

As Contract Officer for Highways, you will contract‑manage service providers, ensuring delivery is always to a high standard. Your work will directly contribute to enhancing the City Council as the custodian of the Public Realm.

Positive collaboration will be key. You will maintain effective relationships with service providers, internally and externally, and at times work with major stakeholders and politicians.

You will plan and manage the annual planned and preventative maintenance (PPM) schedule, as well as manage reactive works and carry out general maintenance. All outputs must be delivered in accordance with relevant specifications, quality assurance, contractual requirements, and Health & Safety requirements to protect public and staff safety.

You’ll monitor contract performance, identify issues, take corrective action, and refer back to contract terms. You will also validate and audit all payment applications, monitor rates, support compensation, and process Public Realm payment schemes efficiently. Projection documentation will also be prepared. Continuous improvement will be achieved through audits and reviews.

This is an on‑street role with flexible working and agile working conditions.

To be fit for the role, you’ll have experience managing and delivering on a highways contract – or lighting and drainage. You have worked on contract management, including budget planning and performance monitoring in a public sector environment. You’re confident delivering projects on time and on budget.

Collaborative working is comfortable for you. You work closely with colleagues, understand customer needs and respond promptly in a way that aligns with the council.

You’re able to identify issues and realise improvement opportunities, are proactive at recording, managing and mitigating risks, and have contributed to policy, analysis, advice and briefings in a high‑quality manner.
