Policy & Delivery Manager – Mental Health Network

The Mental Health Network convenes and supports providers NHS funded mental health andlearning disability services. Shaped by members, the Network helps leaders to exchange ideas,share experiences and challenges, and provide peer support. We are a powerful advocate formental health services in healthcare policy development and in shaping the future of care.The post holder will work to ensure that the policy and project work of the mental health networkis high quality, relevant to national policy and member priorities and draws on insight from ourmembership. They will manage and deliver work within the network and work in partnership withcentral teams and other networks to inform and support work across The NHS Alliance.

Main duties of the job

As a Policy and Delivery Manager you will:

  • Support the NHS Alliances Mental Health Network, which represents NHS funded mental health and learning disability services, to shape the future of mental health care across England.
  • Lead key policy areas, develop evidence based positions and respond to emerging issues.
  • Work closely with senior leaders across the NHS, government and partner organisations to influence national policy.
  • Deliver policy projects, produce high quality outputs and lead member forums, ensuring our work reflects the priorities of frontline services.

Job responsibilities

  • Develop and deliver influencing strategies and policy positions on issues affecting members,producing evidence-based, member-informed recommendations and responding rapidly toemerging issues. Ensuring policy positions are pragmatic, constructive and clearly understood.
  • Lead on defined policy areas within the MHLDA sector acting as a source of expertise formembers, stakeholders and colleagues.
  • Monitor and analyse policy developments affecting members, briefing internal and externalstakeholders
  • Support the coordination of the central and Network policy function, ensuring alignment with theNHS Alliances wider policy positions.
  • Deliver network and relevant cross-network projects and ad-hoc activity including briefings,reports, articles, case studies and member roundtables.
  • Manage relationships with external stakeholders including relevant policy leads in DHSC & NHSE.Work with partners to develop joint policy work and collaborative outputs.
  • Develop strong relationships with member organisations, using forums and engagement activity togather and share insight.
  • Lead one or more Network member forums, working with chairs and colleagues to developprogrammes, brief speakers and capture learning for the work programme. Work closely with thecentral membership team to avoid duplication and maximise value across the wider NHS Allianceoffer.
  • Contribute to business planning, coordination and delivery of central and network activity,working with colleagues in communications, central membership teams and other NHS Alliancenetworks. to ensure work is aligned, delivered effectively and adds value to members.
  • Support the Alliance’s financial sustainability by supporting member renewal and recruitment,contributing to bids and helping secure commercial income.
  • This role may be responsible for the line management of junior roles, including recruitment,performance management and employee development in line with the organisations HumanResources policies and procedures.

Person Specification

Qualifications

  • 1. Understanding of wider health sector and or relevant public policy
  • 2. Managing policy research, analysis or influencing projects with internal and external partners.
  • 3. Excellent written and verbal communication skills for policy and public sector audiences, including
  • producing briefings, thought leadership and consultation responses, and presenting at events or
  • webinars.
  • 4. Proven ability to develop and manage effective relationships with a wide range of stakeholders to
  • achieve policy and influencing objectives.
  • 5. Experience managing engagement channels such as stakeholder forums, events, roundtables and
  • structured interviews.
  • 1. Knowledge of mental health/learning disability service delivery, commissioning and system-level
  • policy.
  • 2. Experience of working with commercial partners.
