Senior Commissioning Manager

An exciting opportunity has arisen to join the Commissioning team as Senior Commissioning Manager. This high profile role involves the financial and performance management of a portfolio of contracts, leading and managing staff, and building relationships with internal and external stakeholders.

Main duties

  • Support the Deputy Director of Commissioning in securing legally binding contracts for NHS and non‑NHS services.
  • Manage the contract portfolio of the wider Commissioning team.
  • Lead and manage the Commissioning team, setting objectives and development plans.
  • Ensure effective communication and challenge within the team.
  • Develop and monitor the performance of the team to support clinical service delivery.
  • Manage contractual disputes processes and liaise with Trust personnel, escalating as appropriate.
  • Respond to the needs of clinical services and external stakeholders and maintain relationships with key external bodies (ICS / ICBs, NHS England, DH).

Qualifications

  • Educated to degree level or professional equivalent in a contracting or commissioning role.
  • Professional accountancy qualification or equivalent.

Experience

  • Substantial experience in the health service.
  • Experience in a commissioning or financial planning role.
  • Experience in a financial management role.
  • Experience negotiating in a resource‑constrained environment.
  • Experience delivering commissioning agreements.
  • Experience managing staff.
  • Experience influencing and persuading stakeholders to achieve consensus.
  • Experience in a commissioning organisation.
  • Experience in a provider organisation.
  • Previous NHS experience.

Knowledge

  • Expert knowledge of financial rules and regulations applicable to NHS and non‑NHS organisations.
  • Knowledge of legal and contractual requirements for clinicians and managers.
  • Understanding of interface between contracts and financial management.
  • Understanding of national changes in commissioning landscape.
