Job Description

We are seeking a Health Economics Lead based on a 12-month fixed-term contract. You willleadGenomics England’shealth economics function,playing a criticalpartinbuildingandassessingthe evidence for our priority programmes.This includes our Generation Study, a groundbreaking research study sequencing the genomes of 100,000 newborn babies. It also includes our forthcoming Adults Programme, which will sequence the genomes of 150,000 adults to harness the potential of genomics for routine preventative care.

You will be part of the Strategy & Performance Team, which plays a key role in developing the evidence for funding and scaling up the use of genomics. Our Health Economics Leadis responsible fordeveloping and managing economic models that evaluate the costs and benefits of Genomics England’s research and healthcare programmes using national and organisational data.

You will lead cost-benefit analysis for key strategic initiatives,providingevidence-based insights to support decision-making for internal and external stakeholders. You willworkwith keyexternal stakeholdersincludinggovernment (e.g.theDepartment of Health and Social Care,Office for Life Sciences, HM Treasury),the NHS,and our academic andindustry partners.

Everyday responsibilities include:

  • Build, develop and managehealtheconomic models based on theories of change to explain andevaluateGenomicsEngland programmebenefitsacross healthcare, the publicsectorand the wider economy.Seek, validateandassimilatedata from a range of internal and external sources, toapplyand improvethesemodels.
  • Provide data-driven guidance and recommendations to senior internal and external stakeholders,including our Executive Leadership Team, highlighting keyoutputsfor decision-making.
  • Support business development andinvestment approvalactivities, including development of business cases,through provision ofeconomicsanalysisand advice.
  • Work with the Head of StrategicFinance, Evaluation and Analysis toproducecost/benefit analysis forHM Treasuryfiscal events, including preparations for future spendingreviews.
  • Collaborate closely with partners across government, the NHS and the broader genomics ecosystem, including industry and academia.
  • Lead the small Health Economic team(yourself and one other health economist)directing work towards areas of highest priority.
  • Work withotherleadsin theStrategy & Performance team tomaintainand develop an inclusive, high-performing team, ensuring that we have the right skills in place to deliver our mission.

Skills and experience for success:

  • Experience developing andmaintainingeconomic models to support business cases, investment decisions, or programme evaluation.
  • Strong quantitative and analytical skills, including interpreting complex data, conducting statistical analysis, and translating outputs into actionable insights.
  • Ability to conduct literature reviews, evidence synthesis, and research analysis to inform model structure, assumptions, andmethodology.
  • Experience applying evidence-based approaches, including integrating research findings and meta-analyses into modelling work.
  • Comfortable working independently and taking ownership of deliverables within a small, collaborative team environment.
  • Confident communicator with strong presentation skills, able to engage and influence senior internal and external stakeholders while explaining complex findings clearly.
  • Experience in health economics, healthcare, life sciences, or a related field.
  • Knowledge of public sector economic appraisal and modelling, including familiarity with HM Treasury’s Green Book guidance.
  • Proficiencyin statistical and analytical programming languages such as R, Python, or VBA.
  • Experience of line management, coaching, or mentoring colleagues, with the ability to support and develop team members.

Qualifications

Degree educated in Economics, Mathematics, Statistics, Science, or a broader STEM discipline, with strong analytical and quantitative foundations. Candidates from other degree backgrounds will be considered where they candemonstraterelevant experience in economics, statistical analysis, or quantitative methods.

Salary from: £56,000
