Quality Improvement Officer – West and South
Permanent, Full time.
Salary: £30,585 – £35,982 per annum.
Location: Chelmsford.

About The Role
This role focuses on the development and implementation of the Council’s approach to quality improvement for the adult social care market across Essex. The officer ensures that the market meets regulatory and contractual requirements and provides consultancy to providers to support contract management and quality improvement.
Accountabilities
- Provide consultancy services to the social care market on ways to improve service quality, supporting better customer outcomes and experiences.
- Collaborate with partners and stakeholders to maximise opportunities for quality improvement through innovative approaches to service delivery, enhancing service user choice.
- Identify and challenge care delivery that falls below standards, providing support to improve quality.
- Offer expert advice during safeguarding activity, reporting on expected standards and supporting ECC’s safeguarding responsibilities and duty of care.
- Ensure providers comply with all external regulation and contractual requirements, addressing issues swiftly and effectively.
- Leverage best‑practice opportunities to learn from others, building professional knowledge and influencing service improvements.
- Support and guide Quality Improvement Assistants to deliver day‑to‑day activities and develop the quality function.
- Identify patterns and trends in care delivery, sharing intelligence with People Commissioning to inform future commissioning intent.
- Meet specific targets and objectives set annually within the performance‑management framework.
Experience You Will Bring
- Level 3 qualification (A-Levels) or equivalent experience and evidence of continuing professional development.
- Proven experience in a social care setting with a track record of delivering quality outputs.
- Strong communication skills and ability to build rapport with diverse groups.
- Solid understanding of quality standards, analysis, organisational development and practical application.
- Capability to develop business relationships and influence change or improvement convincingly.
Requirements
- Must be mobile across Essex and beyond, able to travel with service users and equipment; a valid driving licence and access to a vehicle or alternative means to meet mobility requirements is essential.
- Required to register with the DBS update service if a DBS check is needed for the role.
