Sea Global are delighted to be partnering with a growing organisation to recruit an experienced Procurement Manager into their expanding procurement function.

This is an exciting opportunity to join the business during a period of significant growth and investment, supporting the delivery of complex procurement projects across the housing sector. The successful candidate will play a key role in leading high-value regulated procurements, partnering closely with stakeholders to deliver compliant, value-driven procurement solutions.

They are looking to speak with procurement professionals who have strong experience delivering end-to-end public sector procurements and who enjoy building relationships, managing multiple workstreams, and operating within a fast-paced environment.

Role & Responsibilities

  • Lead end-to-end procurement projects from strategy development through to contract award, ensuring successful delivery across a diverse portfolio.
  • Manage regulated procurement exercises, including RFPs, tenders, evaluations, negotiations, and supplier selection, ensuring compliance with the Procurement Act 2023 and Public Contracts Regulations 2015.
  • Develop sourcing and category strategies that deliver value for money, manage commercial risk, and support client objectives.
  • Provide expert procurement advice and guidance to stakeholders throughout the procurement lifecycle.
  • Build and maintain strong relationships with internal teams, clients, and suppliers, acting as a trusted procurement partner.

Experience & Requirements

  • Proven experience managing end-to-end procurement projects within a public sector or regulated environment.
  • Strong working knowledge of the Procurement Act 2023 (PA23) and Public Contracts Regulations 2015 (PCR2015), including experience delivering above-threshold regulated procurements.
  • Experience creating sourcing or category strategies and leading competitive tendering exercises.
  • Excellent stakeholder management, communication, and influencing skills.
  • Ability to manage multiple projects in a fast-paced environment while maintaining high levels of accuracy and compliance.
  • CIPS qualified or working towards qualification would be advantageous but is not essential.
