This is a fixed term contract for 12 months initially, with potential to be extended to 18 months.

Based in York, you will join our Procurement team as a Procurement Manager (Digital & IT) on a fixed term basis.

As our Procurement Manager, you will deliver a forward‑thinking procurement service for internal customers in the area of Digital and Information Technology, guiding colleagues with clear advice, running complex tenders, and securing contracts that deliver real value while protecting the company from risk and ensuring full compliance.

You will play a key role in helping the organisation work smarter and deliver better for customers by improving processes and using new technology such as Oracle Fusion and the tender portal to streamline procurements, making the company market‑leading in conjunction with industry partners within the DFTO group and the wider industry.

Responsibilities

  • Develop, recommend and implement procurement strategies for internal customers, initiating world‑class procurement within the organisation and delivering fit‑for‑purpose contracts that deliver value for money both below and above the Procurement Act thresholds.
  • Ensure contracts and procurement strategies comply with DFTO requirements.
  • Develop and analyse the supply chain, including emerging markets in the UK and overseas, to gain maximum benefit with regards to cost, quality, performance and service delivery/standards.
  • Construct and issue various types of robust formal invitation to tender documents for customer and business requirements, managing the evaluation process to determine the most advantageous tender and ensuring a robust audit trail is in place.
  • Lead and set up formal procurement processes to secure advantageous commercial deals and ensure protection under the appropriate terms and conditions, meeting the requirements of all affected stakeholders, including safety, quality and environmental requirements.
  • Ensure all contracts fully meet the requirements of the specification and are in accordance with customer specifications, the latest safety legislation, quality, the Procurement Act of 2023, DfT and franchise commitments/obligations and compliance with FOIA.

Qualifications

  • Strong negotiation skills (formal training is desirable).
  • Membership of the Chartered Institute of Procurement and Supply or working towards it, or an equivalent qualification.
  • Proven experience in a procurement role.
  • Proven ability in contract management to support the business.
  • Awareness of relevant rules, regulations and best practice in relation to data protection, information security, intellectual property and other non‑functional requirements.
  • Strong understanding of procurement regulations and government frameworks.
  • Experience in different forms of commercial contracts such as frameworks or specialised forms.
  • Broad experience of buying goods and services and delivering deals within time‑scales.
  • Experience using contract management systems or e‑tendering tools.
  • Understanding of Procurement Law, Contract Law, with a focus on technology contracts.
  • Understanding of relevant framework agreements and dynamic markets in the technology sector.
  • Experience in developing and implementing procurement strategies.
  • Experience in developing evaluation methodologies.
