Key Purpose

The Assessor (Housing L3–5) is responsible for the delivery, development and continuous improvement of assessment across Housing apprenticeships and qualifications at Levels 3–5. The role ensures End-Point Assessment (EPA) and on-programme assessment activity is conducted fairly, consistently and in line with apprenticeship standards, assessment plans and regulatory requirements. Acting as both an experienced assessor and sector specialist, the postholder contributes to the development and refinement of assessment materials, supporting the organisation’s response to apprenticeship reforms and evolving sector expectations. Working collaboratively across Quality, Product Development, Operations and Partnerships, the role ensures a high-quality, compliant and commercially viable assessment offer.

Key Responsibilities

Assessment Delivery & Implementation

Deliver End-Point Assessment (EPA) and qualification-based assessment activity across Housing L3–5, including assignments, case studies, professional discussions, observations, portfolio assessment and knowledge-based testing.

Make valid, reliable and evidence-based assessment decisions in line with grading criteria and assessment plans.

Ensure consistency and standardisation of assessment decisions through participation in standardisation and moderation activities.

Accurately record, report and submit assessment outcomes in line with organisational and regulatory requirements.

Quality Assurance & Compliance

Work closely with Internal Quality Assurance (IQA) and External Quality Assurance (EQA) teams to ensure assessment practice meets Ofqual regulatory requirements.

Maintain compliance with apprenticeship funding rules, assessment plans and organisational policies.

Identify risks or inconsistencies in assessment delivery and support corrective actions

Act as a Subject Matter Expert, ensuring assessments reflect current housing practice, policy and professional standards.

Maintain up-to-date knowledge of housing regulation, competence and conduct standards and sector developments.

Provide expert input into assessment decisions.

Contribute to the design, review and improvement of assessment materials, including sample assessment materials, grading descriptors and guidance.

Support the organisation’s response to apprenticeship reforms, ensuring assessment approaches remain compliant and fit for purpose.

Work with Product Development to ensure qualifications and apprenticeships align with occupational standards and employer expectations.

Support the development of flexible, inclusive and work-based assessment approaches.

Collaboration & Stakeholder Engagement

Work closely with Quality, Product Development, Operations and Partnerships to support effective assessment delivery.

Engage with employers and providers to support understanding of assessment requirements and expectations.

Provide guidance and support to centres, assessors and delivery partners to promote consistency and best practice.

Use assessment data, feedback and quality assurance outcomes to inform improvements

Contribute to standardisation materials, training and guidance to strengthen assessment practice

Key Competencies

  • Strong experience in delivering End-Point Assessment and/or vocational qualifications
  • Occupational competence in housing practice across Levels 3–5
  • In-depth knowledge of apprenticeship standards, assessment plans and regulatory requirements
  • Ability to make consistent, evidence-based assessment decisions
  • Experience of moderation, standardisation and quality assurance processes
  • Understanding of apprenticeship reforms and their impact on assessment
  • Strong communication and stakeholder engagement skills
  • Collaborative approach across cross-functional teams
  • High level of integrity, professionalism and attention to detail
