Summary

You will serve as an ADMINISTRATIVE MANAGEMENT SPECIALIST in the Executive Support (1100), Administrative Officer, Personnel Support Systems Branch (1102.7) of NORFOLK NAVAL SHIPYARD.

Duties

  • You will advise, prepare and process all awards for NNSY.
  • You will develop plans, organize and conduct program surveys, audits, projects, etc., and provide advisory services to management officials regarding awards programs in a large activity.
  • You will collect, review, evaluate and interpret data; develop measurement criteria, procedures, and instruments to meet the needs of assigned studies.
  • You will prepare programmatic reports, justifications, charts, graphs, statistical and narrative data, project papers, etc., and present findings and options.
  • You will attend meetings with managers and supervisors to help formulate improvement plans and strategies.
  • You will publicize the Shipyard Incentive Awards Programs and evaluate trends in programs and take action to respond to those trends.

Requirements

  • Must be a U.S. Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time‑in‑grade). Time‑in‑grade requirements must be met by the closing date of this announcement.

  • Males born after 12‑31‑59 must be registered for Selective Service.
  • You will be required to obtain and maintain a current, valid U.S. driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance before duty. Failure to maintain clearance may result in withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators, and safety shoes continuously during your work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents may be present (e.g., fumes, dust, heat, ionizing and non‑ionizing radiation, and chemicals). You will be required to participate in medical surveillance programs.
  • This position requires the ability to type at least 40 words per minute.

Qualifications

  • One year of specialized experience at or equivalent to the GS‑05 grade level or pay band in the Federal service, or equivalent experience in the private or public sector.
  • Experience applying policies, procedures, and precedents related to the NNSY awards program.
  • Experience communicating with various levels of the organizational structure, both written and orally.
  • Experience drafting emails and providing clear, concise instructions on processes.
  • Experience using Microsoft software, automated data systems, and Human Resources/payroll applications (MODERN, SUPDESK, and SAEM).
  • Experience coordinating presentations related to command awards or other administrative functions.
  • Experience applying knowledge of Shipyard organization and program management concepts, practices, principles, and policies.

Education

  • 1 full year of graduate level education.
  • or superior academic achievement.
