Package Lead – Roads, Bridges, Infrastructure

Role Overview
RLB is acting as a strategic delivery partner for a major UK development programme. The role involves managing the complete delivery of a critical Roads & Bridges package, from design and procurement through construction, testing, handover and close‑out, within a complex multi‑stakeholder environment.
Role Responsibilities
- Package Leadership & Delivery Accountability – lead or support the package from design through close‑out, owning scope, cost, quality, risk, safety, and governance.
- Roads, Highways & Bridge Infrastructure Delivery – plan and deliver highways, bridges, earthworks, utilities interfaces and associated works, applying UK infrastructure standards.
- Operational Railway Interfaces – manage interfaces near operational railways, ensuring safety, permits and risk controls.
- Live Highways Environment & Logistics – oversee traffic management, site access, and logistics to minimise disruption on live highways.
- Best Practice Delivery & Productivity – embed major programme delivery models, encourage early supply‑chain engagement, value‑based procurement, digital tools and sustainability.
- Stakeholder, Approvals & Interface Management – liaise with National Highways, Network Rail, local authorities, utilities and internal functions to secure approvals.
- Procurement, Contractor Management & Commercial Awareness – support procurement strategy, contractor mobilisation, performance reporting and commercial protection.
- Risk, Reporting, Governance & Assurance – identify, manage and report risks, contribute to package reporting and support governance and continuous improvement.
Candidate Profile
Experience
- Proven experience delivering roads, highways, bridges or major civil infrastructure projects in consultancy, contractor, client or public‑sector roles.
- Experience in complex multi‑stakeholder programmes with statutory, rail and highways interfaces.
- Knowledge of NEC contracts and major infrastructure governance is desirable.
- For Senior Project Manager: able to lead defined workstreams and manage contractor/designer interfaces with limited supervision.
- For Associate / Senior Associate: able to lead significant packages, manage senior stakeholders and take accountability for delivery outcomes.
Technical Skills & Competencies
- Understanding of UK highways and infrastructure delivery requirements, including DMRB and local authority processes.
- Practical knowledge of working near operational railways, live highway environments, traffic management and construction logistics.
- Strong programme, risk, change, reporting, stakeholder and interface management capability.
- Ability to translate technical constraints into actionable delivery plans and decisions.

Qualifications
- Construction project‑management, civil engineering or related qualification preferred or equivalent technical delivery experience.
- Membership of a professional body such as APM, ICE, RICS, CIOB or equivalent desirable.
Commitment
- Full‑time role based in London with regular travel to the Midlands site.
- Close coordination with client, statutory authorities, contractors, consultants and RLB leadership.
- Title and seniority confirmed based on capability and business need.
- Transition to Bedford based with at least three days per week in Bedford.
