About the Role
Senior leadership role within the Capital Delivery service, responsible for leading a defined portfolio of capital projects across buildings and community infrastructure, including schools, leisure centres and wider public estate. The post holder will be accountable for ensuring projects are effectively scoped, governed and delivered within agreed time, cost and quality parameters, working closely with Project Sponsors and service leads.
The role will provide professional leadership, advice and assurance across complex programmes, supporting the development of robust business cases, delivery strategies and governance arrangements. It is expected to lead multi‑disciplinary teams, manage external partners and ensure risks are actively identified, managed and escalated.
While focused on a specific portfolio, the post holder will also contribute to the wider leadership of the Capital Delivery service, supporting the development of consistent standards, strong governance and a high‑performing delivery culture across the organisation.
Key Responsibilities
- Accountable for scoping, governing and delivering projects within time, cost and quality parameters.
- Lead multi‑disciplinary teams and manage external partners.
- Identify, manage and escalated risks actively.
- Develop robust business cases, delivery strategies and governance arrangements.
- Support the wider Capital Delivery service leadership to develop consistent standards and a high‑performing delivery culture.
Qualifications and Experience
- Significant experience leading complex capital programmes from concept through to delivery, including within schools, leisure and other public buildings.
- Strong programme governance and assurance skills, with the ability to manage risk and challenge assumptions.
- Commercial and financial awareness, experience managing budgets, commissioning external consultants and delivering value for money.
- Ability to operate at a senior level, working with Project Sponsors, senior officers and Members on high‑profile and politically sensitive projects.
- Effective leadership skills, able to motivate and support multi‑disciplinary teams within a matrix environment.
- Strong communication and influencing skills, with the ability to present complex issues clearly and build relationships with a wide range of stakeholders.
