Our client Scottish Power Renewables are currently recruiting for an ONSS Substation Electrical Engineer to join their team based in London or Glasgow on a contract basis initially. Main Purpose of Job

The ONSS Substation Electrical Engineer is a critical role within the Offshore Business focusing on the delivery of the onshore substation (ONSS) package for East Anglia 1N (EA1N) offshore wind project which is in the South‑East of the UK. Reporting to the ONSS Package Manager, the engineer will be responsible for leading activities during the design, construction, test, commissioning and completion phases and will contribute to the successful Final Investment Decision for EA1N. The role includes coordinating the review and negotiation of technical Employer Requirements (ERs) and associated interfaces, to ensure company and business standards are agreed with contractors and interfacing packages such as main electrical equipment (MEQ), export cable (Exp Cab) and system integration. The engineer will work as part of a global business with teams located in various locations in Europe and may require travel to support contract negotiations and project delivery. They will lead discussions with contractors and other package teams and manage teams working at different project locations.

Key Tasks

  • Support the Package Manager in implementing the Safety Management System, Environmental Management System and Quality Management System.
  • Comply with all relevant legislation including HSQE legislation, with a particular focus on CDM and the role of the Principal Contractor/Contractor (plan, manage and monitor the design and construction phase and coordinate matters relating to health and safety during the construction phase to ensure that, so far as is reasonably practicable, construction work is carried out without risks to health or safety).
  • Monitor civil, electrical and cable site works in accordance with client specifications, EA1N engineering specifications, Development Consent Order (DCO), British Standards, Euro Codes and other industry standards.
  • Monitor the contractors’ performance and ensure they are adhering to HSQE legislation and EA1N Management Systems, including regular site visits, attending pre‑task briefings, daily coordination meetings, toolbox talks and witnessing key pieces of work.
  • Manage the provision of electrical design data from various sources, especially MEQ, Exp Cab and system integration packages, for input into the ONSS design, construction and related activities in a timely manner to ensure the programme is maintained.
  • Lead the ONSS electrical scope of works (EHV, HV and LV) to ensure that electrical equipment is specified, designed, manufactured, tested, stored, delivered to site, installed and commissioned to meet project requirements and industry best practice.
  • Ensure all assessments, advice and recommendations are fully documented in accordance with internal procedures and industry best practice, and that sufficient technical and commercial due diligence exists to support those decisions.
  • Maintain full awareness of the latest technical and commercial developments and identify suitable new technology and processes that can reduce cost and/or risk or improve safety.
  • Review contractor/manufacturer documentation to ensure it complies with project and business requirements and negotiate required changes with the equipment supplier.
  • Manage quality assurance/control inspections and witness key tests during electrical equipment manufacturing, e.g. factory acceptance tests according to the inspection and test plan.
  • Ensure the successful installation of all equipment supplied under the ONSS civil and balance of plant contract.
  • Support the project commissioning team to ensure the successful commissioning of all equipment supplied under the ONSS civil and balance of plant contract.
  • Ensure lessons learned regarding offshore wind farm development, construction and operation are captured and shared across different projects (large work packages). Establish the right mechanisms and ensure that the engineering team implements them to enhance business value.
  • Attend meetings when required, including weekly progress meetings, contractor coordination meetings and EA1N Project Manager coordination meetings.
  • Attend site team monthly meetings.
  • Assist the Package Manager by providing information for reports on a daily, weekly, monthly and ad hoc basis, including progress, safety statistics, early warnings and variations.
  • Provide weekly, monthly and ad hoc reports required to document progress, issues, opportunities and risks.

Key Criteria

  • Extensive knowledge and experience in substation EHV/HV/LV electrical equipment related to large‑scale offshore wind farms and related grid connections.
  • Extensive experience in the area of electrical and grid works related to offshore wind covering and/or transmission and generation projects related to system studies and system behaviours.
  • Extensive experience in the engineering, procurement, construction or operation of EHV/HV/LV equipment related to offshore wind covering:
    • EHV/HV/LV Switchgear
    • Power transformers
    • Neutral Earthing Transformers/Reactors
    • Shunt Reactors/Capacitors
    • Reactive Power Compensation Equipment
    • Harmonic Filters
    • LVAC & LVDC systems
  • Educated to degree level or equivalent in a relevant engineering discipline with a higher level degree (e.g. MEng) desirable.
  • Extensive experience designing and working in the transmission or networks sector.
  • Pro‑active and diligent approach.
  • Extensive experience dealing with health, safety and environmental legislation associated with construction, marine and offshore projects.
  • Proven experience in delivery of electrical equipment design, procurement and installation works, including contract management, programme management and cost and risk control.
  • Excellent communication and interpersonal skills, ability to influence and develop key project and business decisions.
  • Excellent report writing, presentation skills and ability to summarize key parameters and drivers impacting the project and business.
  • Ability to work, manage teams and manage decision‑making processes under pressure and to tight deadlines.

Key Interfaces

Internal

  • Coordinate support and key expertise from Discipline Leads (electrical, civil, mechanical, etc.) to ensure substantial packages and contracts technical compliance to minimise costs/risks.
  • Collaborate with all Project Services Team to secure key knowledge inputs for application within substantial packages/ contracts to secure best practice and value from investments.
  • Lead and instruct Project Managers to deliver substantial packages for business plan.
  • Collaborate with Regional Directors and local project and engineering managers in UK, Europe, USA and Asia.
  • Collaborate with Head of O&M to ensure requirements are specified and delivered and assets are effectively transferred into operation to deliver business returns.
  • Collaborate with Head of Delivery for effective and efficient deployment of resources and knowledge development/retention.
  • Collaborate with Heads of Contract Management for procurement of key contracts and terms/specification to secure best value and minimise costs/risks.
  • Coordinate with Head of HSQE to comply with standards and minimise legal/regulatory risks.

External

  • Management of Consultants to deliver key advice and compliance.
  • Management of major suppliers and contractors to ensure ONSS package/contract delivery.
