HMLR is undergoing an exciting digital transformation, and we are looking for a Project Manager to join our Fylde-based Transformation Delivery Team. In this role, you will lead high‑profile, innovative initiatives, bringing together expert teams to reshape how we deliver vital national services.

We need a sharp, proactive Project Manager to lead high‑profile tech and business transformation initiatives right here in Plymouth.

Please note this role requires a minimum of 30 hours per week. Travel and overnight stays will be required from time to time.

HMLR expects everyone to spend at least 60% of their working time in the office.

The Financials & Perks

  • Base Salary: £45,514 per annum
  • Pension Powerhouse: HMLR contributes an extra £13,185 annually into your Civil Service Defined Benefit Pension.
  • Total Value: £58,699 + generous public sector annual leave.
  • Career Growth: Fully funded access to top‑tier accredited training (APM, PRINCE2, Agile, Change Management).

Your Impact

As a Project Manager in our Transformation Delivery Team, you will bridge the gap between strategy and execution.

  • Drive: Own project delivery from initiation to completion—managing timelines, scope, and quality.
  • Control: Manage project budgets, financial forecasting, and the creation of robust business cases.
  • Collaborate: Bring together cross‑functional experts and manage relationships with external suppliers.
  • Influence: Partner closely with senior stakeholders, SROs, and Board Members to secure project alignment.
  • Change: Work alongside Business Change Managers to ensure seamless transition and benefits realisation.

What You’ll Bring to the Team

We are looking for a natural coordinator who thrives on complexity:

  • The Experience: A proven track record of planning, budgeting, and delivering complex pieces of work or projects.
  • The People Skills: Outstanding stakeholder management—you know how to build consensus, negotiate, and lead senior working groups.
  • The Mindset: A proactive problem‑solver who can facilitate workshops, define requirements, and explain tricky concepts.
  • The Toolkit (Desirable): Certifications like APM/PMQ, PRINCE2, AgilePM, or Change Management are a huge plus (but we value hands‑on experience and will support your development!).

Apply before 11:55 pm on Sunday 2nd August 2026
