The role includes managing the council’s leasehold and Right to Buy services as well as the accounts team responsible for carrying out creation and maintenance of financial, service charge, tenancy, garages, and leasehold data on the housing management system. This includes amending tenancies, housing rent accounts, and the movement of monies between accounts. Working strategically to deliver service improvement, increase value for money and provide a service that meets both internal and external customer perceived aspirations.
What You’ll Do
The Accounts Housing Manager will lead and coordinate a specialist housing team ensuring that the Council complies with regulation for leaseholders and all other related legislation, guidance and contractual agreements across our leasehold properties. Acting as the operational lead for all leasehold and Right to Buy, the postholder will ensure strict adherence to statutory obligations and good practice. You will also be responsible for the recharge service, ensuring recharges are correct, and that adequate and fair payment recovery processes are in place.
This role involves planning and overseeing the teams, managing resources, and monitoring performance to maintain high standards of quality and compliance.

- Excellent numeracy skills, confident in applying formulas and methodical when checking figures / calculations for accuracy.
- A proactive, problem‑solving mindset and the ability to make sound decisions under pressure.
- Excellent leadership and management skills.
- A collaborative team player.
- Confidence in the use of Microsoft Excel and housing management IT systems.
- A full UK driving licence (or ability to travel between sites as required).
You must be fluent in the English language (as a requirement of Part 7 of the Immigration Act “for the effective performance of a customer‑facing role”).
The ability to travel throughout the Borough will be required and access to a vehicle is necessary to support sessions and events across the borough.
Hybrid working is required – all practitioners are expected to be in the office for a minimum of 2 to 3 days per week.
