About the Role

Olive Jar Digital is at the forefront of enabling digital transformation for public sector and enterprise organisations. We are looking for a highly capable Programme Delivery Manager to join us in supporting a key strategic initiative for one of our major clients. You will play a critical role in designing, mobilising, and implementing a robust delivery management function within the client’s digital and data services environment. This is a unique opportunity to help shape and embed a consistent, scalable approach to programme and delivery management that will drive effective and sustainable change.

Responsibilities

  • Develop a comprehensive Programme Delivery Plan and roadmap, outlining how key milestones will be met on time, to quality, and within budget.
  • Lead the design and facilitation of a face‑to‑face Programme Alignment Workshop to ensure stakeholder alignment, visibility of plans, and shared understanding of delivery approach.
  • Identify and manage programme‑level risks, issues, and dependencies to ensure successful delivery outcomes.
  • Establish an efficient and effective programme governance and assurance framework.
  • Oversee phased delivery of the Programme Roadmap with prioritisation of business needs, applying agile methods where appropriate.
  • Design and implement an operating model for the Delivery function, incorporating clear design principles.
  • Provide guidance and support for recruitment into key delivery management roles across the organisation.
  • Mobilise and coach delivery teams, supporting onboarding and capability development to ensure the function is fully operational.
  • Facilitate knowledge transfer and deliver a long‑term capability uplift within internal teams.
  • Establish a fit‑for‑purpose Delivery Centre of Excellence to drive quality and consistency in delivery practices.

Experience & Skills Required

  • Demonstrated experience in large‑scale programme delivery, particularly in a public sector or complex organisational environment.
  • Proven ability to design and embed delivery management functions and governance structures.
  • Strong facilitation skills, with experience running alignment workshops or similar sessions with senior stakeholders.
  • Deep understanding of agile and hybrid delivery models.
  • Excellent stakeholder management and coaching capabilities.
  • Familiarity with digital transformation principles and operating model development.
  • Previous consultancy or advisory background in programme delivery.
  • Experience working with government digital capability frameworks.
  • Confident communicator with a collaborative, pragmatic approach to problem‑solving.
