This is a senior clinical leadership role with responsibility for the medical leadership of PHL Groups Out of Hours (OOH) and Integrated Urgent Care (IUC) services across two ICB areas: the Black Country ICB and Staffordshire ICB. The postholder will provide expert clinical leadership to ensure the delivery of safe, effective, and high‑quality services in line with NHS standards, commissioner requirements, and PHL Groups strategic objectives. The Medical Lead will be the primary clinical point of contact for both ICB commissioners and other key stakeholders, maintaining strong, professional relationships and representing PHL Group with confidence and credibility. The role combines strategic leadership with hands‑on clinical practice and requires a minimum of 4 hours per week of frontline clinical work, including evenings and weekends.
Clinical Leadership & Standards
- Provide visible, effective, and compassionate clinical leadership across the Black Country and Staffordshire OOH and IUC services.
- Drive and champion high clinical standards across all service lines, including Telephone Advice, Home Visiting services, and Primary Care Centre services.
- Act as the clinical authority and point of escalation for complex or high‑risk clinical matters across both contracts.
- Maintain personal clinical practice by working a minimum of 4 hours per week in frontline service delivery, including evenings and weekends as required.
- Ensure all clinical practice reflects current evidence‑based guidance, NICE standards, and NHS best practice.
- Lead on clinical audit and quality improvement initiatives, ensuring learning is embedded and shared across both services.
Clinical Governance
- Work closely with the PHL Group Governance team to ensure robust clinical governance frameworks are in place and effectively implemented across both service areas.
- Take clinical ownership of governance processes including incident review and learning, serious incident (SI) investigation, complaint management, safeguarding, and risk.
- Ensure timely and thorough investigation of clinical incidents, complaints, and near‑misses, translating findings into meaningful service improvements.
- Lead on the clinical elements of mandatory training compliance, ensuring all prescribing staff meet required competencies.
- Oversee the clinical risk register for both service areas, escalating concerns to the Director of IUC/OOH and Medical Director as appropriate.
- Ensure all prescribing clinical staff adhere to PHL Group medicines management policies and relevant prescribing standards.
- Support the preparation and delivery of clinical quality reporting for internal committees, boards, and external commissioners.
- Ensure clinical services are delivered in compliance with CQC standards and other regulatory requirements.
- Review and audit clinician dispensing behaviours, escalating as necessary.
Line Management
- Hold professional line management responsibility for all prescribing clinical staff (GPs, ANPs, and other prescribers), supported by Clinical Leads and Clinical Team Managers across the Black Country and Staffordshire services.
- Conduct regular one‑to‑one meetings, appraisals, and performance reviews for all direct reports.
- Lead on the management of clinical performance concerns, working within PHL Group HR policies and, where relevant, in collaboration with the GMC and other regulatory bodies.
- Support induction and onboarding of new clinical staff, ensuring clinical standards are upheld from the outset.
- Promote a positive, inclusive, and psychologically safe working environment for all clinical staff.
- Identify and support the professional development needs of clinical staff, facilitating CPD and career progression opportunities.
- Conduct weekly productivity assessments across the portfolio, identifying areas where additional support is required.
- Provide oversight of individual clinical audits, ensuring that findings are effectively communicated and appropriately actioned.
Stakeholder & Commissioner Engagement
- Serve as the primary clinical representative for PHL Group in engagement with the Black Country ICB and Staffordshire ICB.
- Attend and actively contribute to commissioner‑led meetings, quality review meetings, and clinical governance forums on behalf of PHL Group.
- Lead clinical responses to commissioner queries, contract performance reviews, and quality improvement requests.
- Engage confidently and constructively with a wide range of stakeholders including NHS England, other providers, acute trusts, social care, and wider system partners.
- Represent PHL Group’s clinical interests at system‑level forums and contribute to the development of integrated urgent care pathways.
Contract Performance
- Support the Director of IUC/OOH in monitoring and driving performance against contract KPIs and quality standards for both ICB areas.
- Provide clinical input into performance reporting, ensuring data is interpreted accurately and actions are taken where performance falls below expectation.
- Contribute to service development and innovation, identifying opportunities to enhance clinical quality, patient outcomes, and operational efficiency.
Workforce Development & Recruitment
- Play a leading role in the clinical workforce strategy for both service areas, including planning for clinical staffing levels, skill mix, and succession.
- Contribute to clinical recruitment processes, including shortlisting and interviewing senior clinical candidates.
- Support the development of clinical training programmes and competency frameworks relevant to OOH and IUC delivery.
- Promote a culture of continuous learning, reflective practice, and clinical excellence across both services.
Organisational Responsibilities
- Uphold and promote PHL Group values, policies, and standards at all times.
- Maintain full GMC registration with a licence to practise and remain on the NHS Performers List throughout employment.
- Ensure personal compliance with all statutory and mandatory training requirements.
- Participate in PHL Group senior leadership activities, including contributing to strategic planning and organisational development.
- Act in accordance with the GMCs Good Medical Practice and all relevant professional standards.
Qualifications
- Full GMC registration with a licence to practise; inclusion on the NHS Performers List (GP)
- CCT in General Practice
- MRCGP (or equivalent postgraduate qualification in General Practice)
- Formal leadership or management qualification (e.g. ILM, MBA, PGCert Medical Leadership, or equivalent)
- Significant post‑CCT experience as a GP, including experience in urgent or out‑of‑hours care settings
- Demonstrable experience in a senior clinical leadership or medical management role
- Experience of working across GP OOH, IUC, or similar urgent care environments
- Experience managing or overseeing prescribing clinical staff
- Experience of clinical governance, including incident management, complaints, and audit
- Experience engaging with NHS commissioners and external stakeholders at a senior level
- Experience of contract performance management and KPI monitoring in a clinical context
- Experience working across multiple sites or organisations simultaneously
- Experience of CQC inspection or regulatory compliance in a clinical setting
