We are seeking a dynamic, innovative, and highly motivated candidate to join our Level 4 Digital Apprenticeship Programme at Leeds City Council. This role will assist with the implementation, maintenance, and improvement of digital systems and services. As a Level 4 Apprentice – Digital (Software Developer), you will gain practical experience and training in various aspects of IT support and development, contributing to the efficient operation of the organisation’s digital infrastructure.

About The Role
As a Level 4 Apprentice – Digital (Software Developer) you will receive firsthand digital experience in a real‑world setting within the local government sector. You’ll join our Software Development Team within the council’s Integrated Digital Services team, supporting staff IT needs and delivering online services for residents. You will work with specific teams and projects, gaining exposure to different aspects of digital transformation. The role will include development, mentorship, training and project work experience that will have a significant impact on local government operations and public services. As well as on‑job learning, you will receive training from the apprenticeship provider; course modules include Software Development Methodologies/Essentials, Using SQL and C#, Software Languages, Programming Skills and an Introduction to Java.
Please note
Hybrid working is available but successful candidates will be expected to spend at least three days per week in the Leeds office for the first six months of the contract. Working patterns and locations will then be agreed locally with line managers. If we receive a high volume of applications, we may close the application window earlier than advertised.

Job Purpose
To support the implementation, development and maintenance of digital systems and services within Leeds City Council. The role provides an opportunity to develop skills in a digital service and contribute to enhancing the council’s online presence, ensuring that digital tools and platforms are secure and user‑friendly. All apprentices are enrolled in a Level 4 Digital Apprenticeship.
Programme Structure
- Candidates will work in key teams related to their selected apprenticeship such as data analysis, cyber security, software development/testing and DevOps.
- Each candidate will be paired with a senior mentor who will provide guidance, support and career development advice.
- Comprehensive training sessions, workshops and seminars will be provided to enhance technical skills and industry knowledge.
- Apprentices may have the opportunity to contribute to key digital projects that will have a significant impact on local government operations and public services.
Responsibilities
- Assist in the development and maintenance of digital platforms and systems.
- Provide technical support to colleagues and users of digital services.
- Help maintain network security, ensuring data protection and compliance with LCC policies.
- Participate in digital projects, contributing to planning, testing and implementation phases.
- Maintain accurate records of IT assets, user requests and incidents.
- Ensure compliance with data protection and privacy regulations.
- Collaborate with other teams and services to support digital initiatives.
- Support the development and delivery of reporting dashboards for LCC service areas and staff.
- Keep up to date with the latest digital trends and technologies to improve digital services.
- Develop the knowledge required to effectively meet set targets and objectives.

Qualifications
- Minimum of 5 GCSEs at grades 9‑4 (A*‑C) – English and Maths desirable.
