Base salary: £41,092 pa to c.£48,344 pa depending on skills and experience. Flexible benefits fund of 15% on top of base salary, fully pensionable.
Job Title: Land Assembly Manager (Secondment until 31.07.2027; potential permanent).
About the Role
- Actively promote and embed Equality, Diversity and Inclusion (EDI) in all work, and support organisational policies.
- Manage implementation of Act powers to enable entry to, possession of and/or acquisition of land in accordance with agreed construction programme, avoiding delays and cost overruns.
- Manage quality of Phase One (and Two) PSC data and plan submissions; identify improvements and work with PSC; provide monthly KPI measures.
- Coordinate regular FLAB workshops and actively seek input from Area team, Construction/Utilities leads, Acquisitions, Legal and ILA.
- Prepare documentation for Department for Transport approval of all CPO notices (GVD and Notice to Treat); sign and seal plans and orders for each work package area.
- Maintain register of all notices prepared and served for the contract area.
- Ensure undertakings & assurances or commitments relating to notice of entry or compulsory purchase are complied with.
- Manage notice preparation using IT workflow based systems; support manual processes for non‑standard or late interests.
- Work closely with DfT’s Independent Land Advisor (ILA) and Legal to secure approval for service of notices following governance processes.
Skills
- Programme management skills, ensuring deliverables within time, cost and quality.
- Data management skills, analysis and assurance of referencing data and spatial information.
- Ability to produce and present information to a variety of stakeholders.
- Ability to coordinate stakeholder groups to agree requirements.
Knowledge
- Land referencing, assembly, registration and titles management for infrastructure schemes and legislative procedures (Hybrid Bill, Transport & Works Act Order, Development Consent Order, Compulsory Purchase Order).
- Experience of land assembly activities and compulsory purchase including industry best practices.
- Understanding of land powers in differing legislative procedures for infrastructure schemes.
Type of Experience
- Experience of land referencing and assembly.
- Experience compiling and analysing data using Excel (or equivalent), GIS and database reporting tools.
- Experience operating within a project/programme environment.
- Experience managing external suppliers, setting deliverables and KPIs.
- Experience developing effective relationships and delivering complex projects to challenging timescales.
