Assistant Project Director – Earthwork and Utilities

For UniversalUnited Kingdom Resort (UUKR), as an Assistant Project Director, you will lead the successful delivery of a multi-million-pound portfolio of enabling and public utilities projects supporting the development of the park and associated Entertainment Resort Complex (ERC). This role is responsible for overseeing the full project lifecycle, including planning, scope development, contracting, construction, commissioning, and closeout, while ensuring alignment with Property Development strategies, goals, budgets, and schedules.
The Assistant Project Director will collaborate closely with consultants, contractors, statutory undertakers, facilities teams, utilities partners, and other Universal stakeholders to support the development of theme park infrastructure and selected back-of-house facilities. Success in this role requires strong leadership, organisation, communication, problem-solving, scheduling, critical path management, and financial oversight skills to deliver projects safely and efficiently.
Major Responsibilities
- Complete project tasks and activities in accordance with scope, budget, and schedule.
- Review submittals from contractors and statutory undertakers for all close-out documentation, including design, construction drawings, as-built drawings, warranties, lien waivers, etc.
- Manage the planning and execution of infrastructure and non-park developments (e.g., central energy plant, process water facility, rainwater harvesting system, back-of-house facilities).
- Oversee overall project safety, obtain final acceptance for contractor safety plans, and ensure compliance with Environment Health & Safety (EHS) standards.
- Account for finances of assigned projects and complete financial reports.
- Maintain project schedule and budget, ensuring quality design and construction work, and managing field operations hands-on, keeping operational use of facilities, and implementing efficient document control.
- Prepare documentation on best practices and lessons learned to improve Universal’s project delivery processes.
- Ensure completion of all regulatory approvals (permit applications, notice of commencement, SDO endorsements, certificates, wayleaves, etc.).
- Conduct project procurement, support statutory undertakers, evaluate bids and proposals.
- Prepare capital funding requests, including justification and budget.
- Participate in Environmental, Health & Safety responsibilities following Universal policy, procedures, and training.
- Perform other duties as assigned.
Qualifications and Experience
- Degree in Engineering, Construction Management, or a related discipline.
- Experience in construction project management within engineering, construction, or commercial facilities industry.
- Experience delivering infrastructure construction projects through design and construction phases.
- Experience in project scheduling, estimating, bidding, and negotiations.
- Knowledge of construction delivery methods for enabling infrastructure (mass grading, water management, environmental mitigation, utilities).
- Experience coordinating with UK utility statutory undertakers.
- Ability to interpret design and construction drawings, specifications, and technical documentation.
- Experience in scheduling, estimating, critical path management, site logistics, constructability reviews, and contract administration.
- Understanding of construction and project management processes throughout all project phases.
- Experience managing project finances, including budgets, cash flow, cost control, and change orders.
- Strong communication and coordination skills with stakeholders, vendors, consultants, and contractors.
- Hands- on approach to field operations, maintaining operational continuity during construction and ensuring effective document control.
- Proficiency in Microsoft Excel, Word, Project, Planner, Power BI, Teams, Power Apps.
- Proficiency in Bluebeam or equivalent PDF software; AutoCAD and Revit preferred.
