Overview

We are recruiting an experienced Operational Manager to lead the Intensive Support Team (IST) within North Yorkshire Council’s Health & Adult Services. The IST provides specialist, responsive support to adults with complex, high‑level needs identified by presenting need rather than diagnosis. The team uses an assertive outreach model, trauma‑informed practice, and the MEAM Making Every Adult Matter approach to coordinate multi‑agency responses.

Responsibilities

  • Lead one or more locally‑based or county‑wide IST staff teams.
  • Oversee and manage an adult social care budget exceeding £10 million.
  • Ensure compliance with the Care Act, Mental Health Act, Mental Capacity Act, Health and Social Care Act, and other statutory requirements.
  • Work with the Senior Group Manager and Group Manager to provide consistent, high‑quality services across service areas.
  • Plan and deliver operational service strategies that align with the Council Plan, HAS 2030 and the Governance Framework.
  • Coordinate with other directorate areas and system partners to meet service priorities in a complex environment.
  • Develop and monitor service performance, set targets, conduct appraisals, and implement improvement activities.
  • Maintain high standards of safeguarding, risk management, and quality assurance.
  • Provide structured leadership, supervision, and support for a diverse range of staff.

Qualifications & Experience

  • Enhanced DBS clearance is required.
  • Professional social care or health qualification (e.g. NVQ4, Social Work, Health and Social Care). Current registration with the relevant professional body is essential.
  • Experience in adult social care or a related field, including complex case management and crisis intervention.
  • Strong knowledge of relevant legislation and safeguarding frameworks (Care Act 2014, Mental Capacity Act, etc.).
  • Experience in trauma‑informed practice, psychosocial theory, and health system pathways.
  • Demonstrated management experience: recruitment, performance management, budgeting, and auditing.
  • Proficient written and spoken English, with the ability to produce clear, professional documentation.
  • Excellent communication, partnership‑working, and stakeholder engagement skills.
  • Strong analytical, decision‑making, and problem‑solving capabilities.
  • Adaptability, resilience, and the ability to thrive in a fast‑paced, evolving service environment.

  • Effective assessment, support planning and reviews in line with the Care Act.
  • Knowledge of Equality & Diversity, Dignity & Respect, Human Rights, and data protection.
  • Competence in safeguarding and protection investigations, including statutory and other required actions.
  • Proficiency in IT systems, including email, intranet, internet, word processing, excel and data entry.
  • Strong leadership qualities: motivating staff, influencing outcomes, and challenging appropriately.
  • Capacity for strategic thinking and delivering high‑value outcomes.
