The Talent Acquisition team is looking for a collaborative, innovative, high‑integrity, results‑driven Contingent Workforce Lead/Specialist. This role supports contingent and non‑permanent workforce requirements across the UK and international markets.
Responsibilities
- Manage the engagement process of contingent workforce (independent contractors and temp workers based in the UK) through the AutoNow portal, ensuring process adherence, IR35 compliance and utilisation of approved agencies.
- Update the AutoNow process in partnership with AutoNow Development to reflect new tax and employment law requirements or process improvements.
- Liaise with Tax and Employment Law on contentious contingent worker placements.
- Maintain the UK Contractor Engagement Guide & Policy document, updating with Employment Law as needed.
- Provide training for hiring managers on process and international contractor policy.
- Manage the NBCU relationship with temporary recruitment suppliers; handle queries and escalations, liaising with Commercial Law.
- Work closely with the third‑party payroll provider, handling queries and escalations, and coordinating with Employment Law, HR, Tax and Finance.
- Provide monthly reporting on UK contingent workforce through Power BI to HR, Employment Law community & TA’s Experienced Hires team.
- Guide and support the business and HR on acquisition of UK‑based contingent talent.
- Serve as a subject‑matter expert for other international regions, liaising with Tax and Employment as needed.
- Act as escalation point for contingent workforce and operational compliance risks across international markets, partnering with Legal, HR, Tax and Finance to resolve issues.
- Ensure contingent workforce processes remain audit‑ready and comply with internal controls, employment legislation, and regional regulatory requirements.
- Provide SME guidance and advisory support on contingent workforce programmes across EMEA and APAC.
- Ensure NBCU processes comply with the Criminal Finances Act and other relevant legislation.
- Oversee apprenticeship levy strategy and utilisation, maximising available funding, onboarding and managing training provider partnerships, supporting the business in accessing levy opportunities, and coordinating apprentice onboarding and programme set‑up.
- Maintain Disability Confident Employer status, ensuring compliance with programme requirements.
- Oversee onboarding and governance of contingent workforce suppliers; negotiate supplier terms and contractual agreements, manage invoicing, payment and PO escalations, partnering with Finance, Procurement and Legal.
- Own region‑specific talent partners not integrated into the global TA operations framework, including vendor governance, contract management, purchase orders, invoicing, performance review and ongoing optimisation for Early Career.
- Provide oversight of country‑specific employment participation requirements and associated external partnerships, ensuring compliance with local labour regulations and workforce access obligations.
- Ensure Ministry of Manpower requirements are up to date for hiring in Singapore.
Qualifications
- Previous experience in HR, Talent Acquisition or workforce operations.
- Familiarity with contingent workforce processes and supplier management preferred.
- Knowledge of UK employment law and IR35 compliance desirable.
- Strong organisational and project management skills.
- Excellent verbal and written communication abilities.
- Relationship management, negotiation and problem‑solving skills.
- Self‑motivation and discipline, consistently driving tasks to completion with minimal supervision.
- Experience with UK Apprenticeship Levy programmes preferred.
- Proficient in MS Office.
- Experience with AutoNow and Power BI desirable.
