As our Operations & Mobilisation Manager, you’ll play a pivotal role in making this happen.

This is a unique opportunity to combine operational leadership with hands on project mobilisation. From identifying a new property through to welcoming the very first child, you’ll oversee every stage of the journey, ensuring each home is ready to deliver exceptional care from day one.

Working closely with our Managing Director and Head of Operations, you’ll lead new service mobilisation whilst supporting our existing homes to achieve outstanding outcomes for children.

Duties and Responsibilities

No two days will ever look the same.

One day you may be working alongside contractors designing a brand-new home, meeting with commissioners and local authorities or coordinating furniture deliveries. The next you could be supporting Registered Managers through an Ofsted inspection, reviewing quality assurance systems or developing operational improvements across the organisation.

You’ll be responsible for ensuring every new Toto home opens safely, compliantly and ready to provide exceptional care from the very first day.

Skills and Experience Required

Mobilisation & Project Delivery

  • Lead the mobilisation of new children’s residential homes from acquisition through to opening.
  • Manage end-to-end project plans, ensuring milestones are achieved on time and within budget.
  • Coordinate contractors, suppliers, consultants, commissioners, local authorities and external partners.
  • Lead mobilisation meetings, site visits and project reviews.
  • Monitor project progress, identifying risks and implementing practical solutions.
  • Support procurement, commissioning and operational readiness.
  • Ensure homes are fully compliant before opening, including documentation, equipment, staffing and regulatory requirements.
  • Oversee the transition from build completion into operational service delivery.

Operational Leadership

  • Support the Managing Director with the operational growth of Toto Group.
  • Coach, mentor and support Registered Managers to deliver exceptional care.
  • Drive continuous improvement across all homes through quality assurance, audits and action planning.
  • Ensure compliance with Children’s Homes Regulations 2015, Quality Standards and the SCCIF.
  • Promote a strong safeguarding culture across the organisation.
  • Develop operational systems, processes and procedures that support growth.
  • Monitor home performance, budgets and operational KPIs.
  • Build positive relationships with commissioners, local authorities and external professionals.
  • Support Ofsted inspections, Regulation 44 and Regulation 45 processes.
  • Participate in the senior on-call rota.

What We’re Looking For

We’re looking for someone who enjoys creating something from the ground up.

You’ll be highly organised, solutions focused and comfortable managing multiple priorities while maintaining exceptional attention to detail.

You’ll also have:

  • Experience opening or mobilising new residential services (desirable).
  • Excellent project management and organisational skills.
  • Strong leadership and coaching abilities.
  • Excellent communication and stakeholder management skills.
  • Knowledge of Children’s Homes Regulations 2015, Quality Standards and the SCCIF.
  • Level 5 Diploma in Leadership & Management for Residential Childcare or level 5 operations Manager (or willingness to work towards if appropriate).
  • Full UK Driving Licence and willingness to travel.
