Operations Manager – Commissioning and Assurance

Adult and Older People’s Services – South Lanarkshire CouncilLocation: Council Headquarters, HamiltonHours: 35 hrs per week, permanent (Monday – Thursday 8.45‑4.45, Friday 8.45‑4.15)Salary: £54,783 – £59,911 per annum

Job Summary

You will lead the Commissioning and Assurance Team, providing operational leadership to Commissioning and Assurance Officers and Social Workers. Your role will shape high‑quality care services, oversee commissioning, contract management, quality assurance, performance monitoring and support localities with complex case management, ensuring alignment with strategic priorities and effective budget use.

Key Responsibilities

  • Provide operational leadership to a multidisciplinary team and deliver results across commissioning, contract monitoring and assurance activities.
  • Plan, commission and manage adult social care services, working with providers to deliver person‑centred outcomes.
  • Monitor and analyse performance data to support decision‑making and continuous improvement.
  • Maintain strong stakeholder relationships, negotiating contracts and ensuring compliance with relevant legislation and policy.
  • Lead teams through change, ensuring service delivery and organisational objectives are met.
  • Support localities with complex case management and budget management.

Qualifications & Experience

  • Experience managing staff in a social work, health, commissioning or social care environment.
  • Strong knowledge of adult social care commissioning, contract management and quality assurance frameworks.
  • Excellent communication, negotiation and relationship‑management skills.
  • Strategic thinking combined with robust operational oversight.
  • Ability to analyse and interpret complex performance information.
  • Knowledge of relevant social care legislation, policy and governance arrangements.
  • Commitment to delivering person‑centred, outcome‑focused services and continuous improvement.
  • Professional qualification at degree level or equivalent.

Requirements

You must hold a qualification in Social Work (degree, postgraduate diploma or equivalent) or another relevant professional qualification.
