Job Purpose
To provide an effective surveying service for Housing Property Services, ensuring responsive repairs, maintenance works, and surveying activities are delivered in accordance with specifications, procedures, legislation, and best practice standards.
The postholder will undertake inspections, diagnose complex repairs, prepare accurate specifications, monitor contractor performance, and ensure works are delivered safely, efficiently, and to the required quality standards. The role will support the effective management of housing stock by identifying repair solutions, minimising service failures, and ensuring residents receive a high-quality repairs service.
Working closely with residents, contractors, and internal teams, the Repairs Surveyor will provide technical expertise, resolve complex repair issues, support compliance with statutory requirements, and contribute to continuous improvement within the housing repairs service.
Key Responsibilities
- Deliver a professional surveying service supporting the effective management of responsive repairs and maintenance across the housing stock.
- Undertake pre‑inspections, post‑inspections, and technical surveys of occupied properties, void properties, communal areas, and estates.
- Accurately diagnose complex repairs, building defects, and maintenance issues, providing appropriate solutions to ensure works are completed efficiently and effectively.
- Prepare detailed and accurate repair specifications for complex and technical works, including structural defects and specialist repairs.
- Monitor repair contractors to ensure works are delivered to the required standards, timescales, and contractual requirements.
- Carry out quality assurance checks and post‑inspections of completed works, ensuring any defects or non‑compliance are identified and rectified.
- Provide technical advice and support to housing staff, contractors, and non‑technical colleagues on repair solutions and maintenance requirements.
- Resolve complex repair issues, contractor disputes, customer dissatisfaction, and service delivery concerns within the scope of responsibility.
- Undertake Damp and Mould inspections, identifying current issues, potential risks, and providing advice to residents on preventative measures.
- Ensure accurate records, specifications, reports, and documentation are maintained to support effective service delivery.
- Support the delivery of works programmes and projects, ensuring completion within agreed timescales, budgets, and quality standards.
- Identify cost‑effective repair solutions and provide advice to support value for money across maintenance activities.
- Inspect high‑cost void properties and major repair requirements, ensuring appropriate works are identified, commissioned, and completed.
- Support effective resident engagement and consultation, including requirements relating to major works and statutory consultation processes where applicable.
- Apply safeguarding principles when visiting residents’ homes and ensure concerns relating to vulnerable residents or children are appropriately reported.
- Provide performance information, technical reports, and recommendations relating to repairs delivery and contractor performance.
- Ensure compliance with health and safety legislation, housing regulations, council policies, and relevant statutory requirements.
- Support environmental sustainability objectives through consideration of energy efficiency, affordable warmth, carbon reduction, and sustainable construction practices.
- Maintain professional knowledge and awareness of current issues affecting housing maintenance, social housing, building regulations, and construction best practice.
Requirements
Experience
- Experience working within a housing repairs, maintenance, surveying, or property services environment.
- Proven experience undertaking building inspections, diagnosing defects, and specifying repair works.
- Experience managing or monitoring contractors and ensuring works meet quality and contractual standards.
- Experience providing technical advice and resolving complex repair issues.
- Experience working within local authority, social housing, or similar property environments.
- Experience producing reports, specifications, and performance information for a range of stakeholders.
Skills and Knowledge
- Good knowledge of building maintenance, surveying principles, and construction practices.
- Understanding of responsive repairs, planned maintenance, and housing property services.
- Knowledge of contract management principles and contractor performance monitoring.
- Ability to identify practical, cost-effective solutions to property-related issues.
- Strong communication and customer service skills, with the ability to engage effectively with residents, contractors, and colleagues.
- Ability to manage competing priorities and deliver high-quality outcomes within agreed timescales.
- Understanding of health and safety requirements, safeguarding responsibilities, and relevant housing legislation.
Qualifications
- Relevant building surveying, construction, property, or technical qualification desirable.
- Evidence of continued professional development relevant to the role.
