2026 Wage: $80,392.00 per year. Placement above the starting wage may be considered based on the selected candidate’s qualifications and relevant experience.

Job Summary

The Street Superintendent oversees the daily operations of the City’s street, sanitation, and traffic control departments. This position supervises the street, sanitation, and traffic control foremen, coordinates work activities, and ensures the safe, efficient delivery of services including street maintenance, snow and ice removal, solid waste operations, and traffic control systems. The Street Superintendent is responsible for setting priorities, managing resources and equipment, supporting staff, and maintaining compliance with applicable regulations and safety standards. This role serves as a key connection between field operations and department leadership, ensuring consistent service delivery and operational effectiveness.

Essential Duties and Responsibilities

  • Assist in directing the operations of the department, developing plans, implementing goals and objectives, and recommending and administering policies and procedures.
  • Plan and coordinate street maintenance, solid waste collection, and traffic control functions.
  • Develop specifications for materials and equipment and direct purchasing of these items.
  • Ensure compliance with federal, state, and municipal regulations and ordinances.
  • Enforce departmental policies and procedures; recommend changes to increase efficiency and effectiveness.
  • Develop specifications, make recommendations, and approve payments for equipment, materials, and construction procedures.
  • Hire, train, assign, direct, supervise, evaluate, and discipline personnel.
  • Direct special projects as directed by the director.
  • Review design plans and coordinate bid processes.
  • Answer questions and resolve complaints from the general public.
  • Develop department operating and capital budgets; monitor spending under current budgets.
  • Ensure a strong safety culture and compliance with safety standards.
  • Perform related duties.

  • Knowledge of relevant federal and state laws, city ordinances, and department policies and procedures.
  • Knowledge of Incident Command System procedures and operation.

Minimum Qualifications

  • Knowledge and level of competency commonly associated with the completion of a bachelor’s degree in a related field and significant experience in public works or utility operations, including supervisory responsibility; or an equivalent combination of education and experience.
  • Three to five years of related experience sufficient to fully understand the diverse objectives and functions of the subunits in the division/department, enabling effective direction and coordination of work.
  • Possession and maintenance of a valid commercial driver’s license issued by the State of South Dakota for the type of vehicle or equipment operated (Class B with Airbrakes, N‑Tanker Endorsement, and No E Restriction = No Manual Transmission Restrictions) within six (6) months of employment.
  • Certification in Incident Command System operations.
  • Able to obtain and maintain the following IMSA (International Municipal Signal Association) certifications within six (6) months of becoming eligible: Traffic I, II, III; Signs and Pavement Markings I, II; and Work Zone Safety.

Residency Requirement

  • All new hires must reside within 40 miles of city limits unless specific approval is obtained from the City Manager.

Physical Demands / Work Environment

  • Work typically performed while sitting at a desk or table or while intermittently sitting, standing, walking, bending, crouching, or stooping. Employee occasionally lifts light and heavy objects and utilizes the sense of smell.
  • Work performed in an office and outdoors, occasionally in cold or inclement weather. Employee may be exposed to noise, dust, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, etc.

Supervisory and Management Responsibility

This position has direct supervision over Foreman – Street (1), Foreman – Traffic Control (1), and Foreman – Sanitation (1).
