Senior Investment Manager (Real Estate)
The West of England Mayoral Combined Authority (MCA) is seeking a Senior Investment Manager to join the Finance & Investment Directorate team.
Your main responsibility will be to deliver the Mayor’s priorities by supporting housing, regeneration and place-based investment across the West of England. You will shape commercially robust investment opportunities, unlock growth, secure funding and deliver transformational outcomes for communities.
Key Responsibilities
- Lead investment appraisal, financial modelling and viability assessments for complex housing and regeneration schemes.
- Develop innovative commercial structures, funding solutions and investment propositions to unlock delivery.
- Ensure investment opportunities are commercially robust, investment‑ready and aligned to regional priorities.
- Complete high‑quality business cases, investment papers and governance submissions.
- Provide expert commercial and financial advice to colleagues, partners and stakeholders across the region.
- Lead on financial appraisal, risk analysis, sensitivity testing and commercial assessments for major projects.
- Support the progression of priority schemes from concept to investment‑ready propositions.
- Design funding approaches and capital structures blending public and private investment.
- Influence and advise on commercial negotiations to ensure value for money and successful delivery.
- Provide technical leadership and assurance on investment modelling methodologies across the organisation.
- Contribute to the development of regional investment strategies and project prioritisation frameworks.
What You’ll Bring
- Hold a professional investment qualification such as CFA, CISI, CII or equivalent.
- Have significant experience in investment appraisal, commercial structuring or financial analysis within housing, regeneration, infrastructure, real estate or public‑sector investment.
- Demonstrate expert knowledge of financial modelling, risk analysis and development viability.
- Understand housing delivery, regeneration finance and public‑sector investment frameworks.
- Translate strategic objectives into practical, deliverable investment propositions.
- Communicate complex financial information clearly and confidently to a wide range of audiences.
- Build credibility quickly and develop strong partnerships across organisations and sectors.
- Be proactive, highly organised and focused on delivering impactful results.
- Show advanced financial modelling expertise and strong commercial judgement.
Salary and Benefits
Salary range: £63,685 – £69,665 (full‑time equivalent; pro‑rata for part‑time).
Benefits include 26 days annual leave (rising to 31 days after five years of continuous service) with an annual leave purchase scheme, two days of paid leave each year for volunteering, the Local Government Pension Scheme, a flexible hybrid working model (typically two or three days in office each week) and a reduced bus fare travel scheme across the West of England.
