The Port Facility Security Officer (PFSO) / Deputy Port Facility Security Officer (DPFSO) reports to a UK Operations Director and is responsible for the delivery of all aspects of Tier Renewables International Ship and Port Facility Security Code (ISPS) implementation. They will be required to deliver required governance standards, as defined by the Department for Transport (DfT) and or Maritime Coastguard Agency (MCA) for the ISPS Code across RWE’s UK Offshore Wind fleet.
They are required to deliver suitable organisational structures and reporting mechanisms, ensure compliance with all relevant legislation relating to the delivery of security, and develop and deliver an annual security plan to satisfy governance requirements.
The post holder liaises with local Business Managers on physical, personnel, personal security, intelligence matters, assisting with crisis management and business continuity as needed.
About the role
- Acts as the Port Facility Security Officer / Deputy Port Facility Security Officer, ensuring all aspects of the ISPS code legislations are met.
- Ensures availability of security staff for all ISPS activities with regard to SOV, CTV movements and facility security requirements.
- Acts as focal security point of contact for operational security related matters in all UK offshore wind assets, both onshore & offshore.
- Develops bespoke facility and localised security policies and procedures, in compliance with relevant national regulations and offshore security framework.
- Projects manages and progresses security‑related projects, maintaining security measures, both physical and technical.
- Ensures that security at all UK Offshore Wind sites complies with applicable laws, legislation, regulations, codes, policies and requirements from other stakeholders.
- Develops, maintains and manages site security and Emergency, Evacuation & Relocation Plans (EERP), including fire and business continuity plans.
- Creates and delivers Port Facility Security Plans.
- Serves as the local focal point for liaison with Law Enforcement, Security, Fire & Rescue Service, building professional contacts and relationships.
- Performs role of approved UK DfT PFSO/DPFSO where applicable.
- Serves as local information “Custodian”.
Job requirements and experience
- Significant practical experience in physical security, preferably within Service Police/Civilian Police/Civil Defence or related field.
- Experience implementing security solutions within a UK context across various facility classes and assets.
- Experience driving implementation of processes in a multinational organisation.
- Understanding of National Security Vetting and Aftercare requirements.
- Good understanding of Government Protectively Marked Material requirements.
- Conceptually skilled with documented ability to grasp essentials and create innovative technical security solutions.
- Collaborative and communicative, track record of positive interaction with peers.
- Involves others in decision‑making and project work, effective in multinational and diverse organisation.
- Proactive, high performer, drives change and translates ideas into execution and results.
- Fluent in oral and written English.
- Possesses a full UK/EU driving licence and willing to undertake unsociable hours as required.
Advantageous, but not essential
- Qualified and accredited PFSO by the UK DfT, or able to complete accreditation.
- Experience with HSE related issues and their correlation with Security Operations.
- Experience developing Business Crisis Plans.
- Experience with Visio/AutoCAD/Excel.
Security Check Clearance & PFSO required. Must be a UK citizen with a minimum of 5 years residence in the UK. We support application for Security Clearance if not currently in place. We only progress applications from individuals who are UK nationals.
