The role of the Emergency Planning Manager (EP Manager) is a high‑profile position with trust‑wide responsibility. The primary role is to support the detailed day‑to‑day operational aspects of the Trust’s emergency response to all incidents, internal or external. The EP Manager will provide expert advice, guidance, information, training and support to the Trust at all levels in relation to all Emergency Planning/Resilience/Business Continuity matters, covering all the requirements of the Civil Contingencies Act (2004).
Main duties of the job
The EP Manager is accountable for supporting the operational coordination of the immediate response in the event of an incident. The position also provides professional support to front‑line staff by offering detailed specialist advice on emergency planning and resilience matters. It serves as the essential professional link with other NHS organisations in the Central London Sector and relevant external partners, coordinating all aspects of major incident planning that are incumbent upon the Trust.
The EP Manager is responsible for the planning and delivery of specialist emergency response training (30% of available time) and exercising, including Chemical, Biological, Radiological and Nuclear (CBRN) contamination training. Continuous testing of the major incident plan will be coordinated by the post holder, who will ensure comprehensive debriefing and action plans, including recommendations to address gaps and weaknesses in the Trust’s systems.
Job responsibilities
Ensure a comprehensive emergency response risk assessment is conducted internally with Trust specialists and externally with all relevant stakeholders and supporting agencies.
Implement comprehensive training for staff at all levels, from floor to Board, with specialist training for those whose roles involve the Trust’s emergency response to incidents.
Establish the emergency planning function at the Trust as a nationally recognised centre of excellence.
Manage efficiency and productivity improvements in the delivery of emergency planning and response.
Person Specification
- First Degree
- Specialist Knowledge in EPRR
- Masters or equivalent in EPRR
Knowledge and Experience
- Knowledge of public sector/NHS work structures and how emergency preparedness fits into the overall management scheme.
- Specialist knowledge and experience in dealing with major incidents in a complex environment involving large numbers of staff and members of the public.
- Understanding of the principles and practice of risk management, investigation and mitigation in the context of governance in the NHS.
- Clear understanding of the NHS emergency planning and business continuity agenda.
- Experience of managing business continuity while undertaking large‑scale project implementation.

- Excellent written and verbal communication skills, including servicing meetings and reporting/briefing.
- Highly developed interpersonal skills, with the ability to influence staff at all levels.
- Demonstrated commitment to personal development by undertaking appropriate professional development training.
- Excellent organisational skills, including a high level of accuracy and the ability to work to tight deadlines.
