This role sits within the Project Delivery team within PAI, which is one of three capability areas along with Programmes; Technology & Data and Strategy, Communications and Optimisation. The Project Delivery team is focussed on helping internal customers get the most value out of people insight by addressing the business problems which are most relevant to them (e.g. key workforce issues). The team deliver insightful products and services which ensure our customers take decisions which are underpinned by evidence.
Job description
This team is responsible for carrying out both quantitative and qualitative analysis and insight on HMRC people data. Activity includes, modelling, forecasting, optimisation, research, survey design and implementation and focus groups. HMRC is a significant employer, with 72,000 staff, and therefore people analytics plays an important part in driving change and shaping the future of the organisation. The team was formed specifically to bring a different way of operating to HR and to facilitate greater rigour in the successful delivery of key programmes.

Responsibilities
- Understand HMRC’s HR Business need for sound research and analysis to deliver people insight and analytics to enable HMRC to shape its future through evidence based decision-making.
- Work with a project lead to interpret user and business needs, ensuring analytical outcomes are aligned with service vision and business strategy.
- Take personal responsibility for delivering a variety of research and analytical projects, ensuring that business needs are met.
- Synthesise data from a wide range of sources, using storytelling techniques to present a coherent narrative which drives action within our business groups.
- Work in an agile way to define, build and deliver analytical projects.
- Create informative and visually appealing outputs to communicate data-driven insights to stakeholders.
- Effectively communicate data findings and insights to both technical and non-technical stakeholders, ensuring a clear understanding of the implications to the business.
- Collaborate effectively on projects within diverse and multidisciplinary teams, fostering an innovative environment to achieve shared goals.
Essential Criteria
- Experience delivering data analysis projects including data preparation and use of statistical techniques.
- Proficient in R Studio for preparing, analysing, and visualising data.
- Strong Excel skills.
- Experience of interpretation and presentation of data using effective written and verbal communication skills.
- Experience using data storytelling principles to develop a coherent and engaging narrative from a range of data sources.
- Strong attention to detail to ensure data quality assurance and data analysis validation.
Experience of one or more of the following:
- Evaluation approaches (theory-based or experimental).
- Survey design and implementation.
- Qualitative research design and analysis (e.g. interview guides, focus groups).

Qualifications
Candidates must hold:
Undergraduate degree, at a minimum of 2:2, with sufficient data and analytical methods training (comprising around one third of modules taken in the course).
OR
Undergraduate degree, at a minimum of 2:2, in any subject, or a degree equivalent (for example, an advanced Certificate or Diploma from MRS) and have recent significant experience delivering data analysis in a professional environment.
