People Transition Lead / Change & Workforce Transformation Lead (Public Sector)

Overview
We’re supporting a high-profile Department for Education programme undergoing a large-scale outsourcing transition and are looking for an experienced People Transition Lead to take ownership of all workforce and organisational change activities.
This is a critical role focused on people, not technology – ensuring that workforce transition, organisational design, and change are delivered effectively across a complex, multi-stakeholder environment.
The Role (People-Focused)
You will lead the People Workstream, taking responsibility for all aspects of workforce transition and organisational change, including:
- Workforce transition planning (including TUPE where applicable)
- Organisational design and operating model alignment
- Stakeholder engagement across leadership, HR, and unions
- Change management, communications, and adoption
- Business readiness and transition into BAU
This role sits at the heart of the programme, ensuring that the people impact of change is managed effectively and sustainably.
Key Responsibilities
- Lead the People Workstream within a complex outsourcing / transition programme
- Own workforce transition activities including TUPE, restructuring, and redeployment
- Drive organisational design and workforce planning aligned to the future operating model
- Deliver change management strategy, including communications and engagement plans
- Manage stakeholder relationships across HR, unions, senior leadership, and suppliers
- Ensure business readiness and adoption ahead of go-live
- Identify and manage people-related risks, issues, and dependencies
- Support successful transition and stabilisation into BAU
What We’re Looking For (Essential)
- Proven experience leading People / Change workstreams within large transformation or outsourcing programmes
- Strong experience in workforce transition, ideally including TUPE
- Background in organisational design, workforce planning, and operating model change
- Experience delivering business readiness, communications, and change adoption
- Strong stakeholder management, including engagement with senior leadership and HR functions
- Experience working in public sector or complex regulated environments
Highly Desirable
- Experience within central government
- Experience working alongside outsourcing suppliers / multi-vendor environments
- Familiarity with large-scale transformation programmes impacting workforce structures
