LGR Programme Implementation Lead – Cambridge
This is a pivotal role at the heart of Cambridge City Council and South Cambridgeshire District Council, coordinating the delivery of the Local Government Reorganisation (LGR) programme and shaping the creation of the future unitary authority.
As LGR Programme Implementation Lead, you will coordinate and manage the transition programme, working closely with Chief Executives, Leadership Teams, elected Members and colleagues across both Councils. You will translate complex statutory requirements into actionable plans, ensure delivery against key milestones and oversee resources, risk and governance.
Key responsibilities include:
- Leading the coordination of the LGR implementation programme, ensuring statutory compliance, service continuity and milestone delivery through to Vesting Day (1 April 2028).
- Providing strategic advice to Chief Executives, Members and senior leaders on programme decisions, governance and risk management.
- Working alongside senior leaders to coordinate organisational design and workforce transition.
- Establishing a programme to manage cross-authority workstreams, including Governance, Finance, ICT, HR, Communications and Service Integration.
We’re looking for someone who:
- Has experience delivering complex, high-profile programmes in multi-stakeholder or public sector contexts.
- Can translate government policy and statutory requirements into practical, achievable plans.
- Builds strong, trusted relationships with senior leaders, Members, staff and external stakeholders.
- Is organised, resilient and capable of managing competing priorities with sound judgment.

Hours: 37 hours per week
Contract: Fixed Term to 1 April 2028
Salary: £70,664 to £78,730 per annum (City Pay Band 11)
Location: Cambridge, with flexible/home working options
