PELC is a Community Benefit Society providing health and social care services. The Society has created an Interim Transformation Board as a sub-committee of Council to provide direction and leadership to the organisation, initially for a two‑year period. Its role is to strengthen and develop the Society specifically in the following areas, to prepare for services currently provided by PELC being re‑tendered by North East London ICB:
- Business development, including relationship building
- Succession planning and management development
- Climate change and green policies
- Digital future, including AI
- Human resources
- Community engagement to demonstrate influence on service provision
Non‑Executive Directors are accountable to the Chair of Council and are recruited to be specialists in one of the following areas:
- Finance
- Business development
- Clinical services
Key Responsibilities
- Strategic Clinical Leadership
- Provide senior‑level, independent clinical expertise to inform strategic decision‑making and organisational transformation.
- Strengthen PELC’s readiness for future procurement, supporting the development of a safe, sustainable and innovative clinical model aligned to NHS priorities.
- Act as a source of constructive challenge and critical friendship to the Executive Team through the Interim Transformation Board (ITB).
- Offer advice on future skill mix, digital opportunities, sustainability and clinical governance assurance in line with the organisation’s transformation ambitions and the risks identified by Council committees.
- Contribute to the development and oversight of PELC’s clinical strategy, ensuring alignment with organisational goals and system‑wide priorities.
- Advise on future workforce models, including clinical skill mix, sustainability and capacity requirements relevant to future tendering.
- Guide thinking on emerging care models, including digital pathways, AI‑enabled triage and technology‑supported models of care.
- Provide clinical insight into medium and long‑term transformation plans developed by the ITB.
- Quality, Safety & Patient Experience
- Provide independent clinical challenge and assurance relating to patient safety and clinical governance frameworks, quality indicators, outcome measures and evidence of effectiveness, patient engagement, experience and voice.
- Support the organisation to clearly demonstrate clinical quality and patient impact within tenders, business cases and commissioner engagement.
- Strengthen approaches to clinical risk management in alignment with the organisation’s BAF and risk register processes noted by committees.
- Business Development & Tender Readiness
- Contribute to clinical elements of business development, retendering and strategic positioning.
- Help articulate a compelling, credible and evidence‑based clinical model for future commissioning.
- Provide expert advice on clinical risk, mitigation strategies and added‑value propositions in competitive environments.
- Support the development of the organisation’s clinical narrative, ensuring alignment with NHS priorities, IC S expectations and PELC’s social purpose.
- System Leadership & External Engagement
- Build relationships with clinical and system partners across North East London.
- Act as an ambassador for PELC’s clinical values, social mission and transformation objectives.
- Support alignment with NHS reforms, integration priorities and place‑based partnerships.
- Provide external horizon‑scanning on clinical policy, workforce trends, digital transformation and commissioning direction.
- Governance & Assurance
- Serve as a Non‑Executive member of the Interim Transformation Board, providing strategic challenge, assurance and leadership.
- Hold the Executive Team to account for delivery of agreed clinical strategies via the Chief Executive.
- Ensure activities align with the ITB Terms of Reference, Council governance arrangements and the improvement priorities discussed in the Council meeting.
- Contribute to strengthening organisational maturity in clinical governance and supporting preparations for future Board evolution.
- General Responsibilities
- Attend monthly ITB meetings and Council meetings as requested.
- Uphold PELC values, being an appropriate role model for staff and stakeholders.
- Carry out responsibilities with due regard to PELC policies and procedures in particular Equal Opportunities, Health & Safety, Confidentiality and Data Protection Act.
- The duties and responsibilities may vary over time according to the changing needs of the Society.
- Non‑Executive Directors do not have accountability for the overall management of the Society; this sits with the Council.
Person Specification
Experience
- Significant senior‑level clinical leadership experience within NHS, IC S or urgent/emergency care settings.
- Experience contributing to or advising on large‑scale service transformation, commissioning or re‑tendering.
- Background in quality improvement, patient safety, and clinical governance.
- Understanding of digital clinical innovations, AI‑supported pathways and future workforce planning.
- Ability to provide independent, objective and constructive challenge.
- Excellent strategic thinking, clinical risk insight and systems leadership capability.
- Strong communication and influencing skills with senior stakeholders.
- Ability to balance support and scrutiny to strengthen organisational development.
Qualifications
- Registered clinical professional (e.g. GP, Consultant, or equivalent senior clinician).
- Evidence of leadership development or senior management learning.
